Enterprise Systems Modernization

The vendor is required to provide enterprise systems modernization (ESM) project aims to replace aging, disconnected legacy platforms with a unified, cloud-ready solution that is secure, scalable, and responsive to the department’s evolving regulatory and operational needs.
- Current challenges faced by different programs:
• Staff must search for information across multiple systems and databases
• Manual tracking processes are required to fulfill evolving business needs
• Data is stored in multiple locations (share point, SQL server, MS access, network drives)
• Systems lack interconnectivity
• Department, which most department programs use, will reach end of support in 2027 (with possible extension through 2029), posing significant risk to business operations
- Recommendations on a solution that includes an integrated case management system that enables staff to track, prioritize, and resolve cases efficiently, while collaborating across units and maintaining a full history of case activity
- The solution must also include a document management system with secure centralized storage, version control, and annotation tools.
- The payment system must integrate seamlessly with the case and document systems to ensure a unified experience for both staff and external users.
- System must provide internal and external notifications and alerts based on parameters and business rules
- System must provide the ability to select the program and associated transaction
- System must accommodate different profile/account types i.e. licensee, complaint, delegate etc.
- System must have the ability to collect various types of data i.e. organization, complaint, exam etc.
- System must have the ability to display data in various formats i.e. by program and by account type
- System must provide save functionality i.e. save drafts of applications or filings, invoices, exam findings, attachments and uploads
- System must allow for uploads of various file types not to exceed designated file size
- System must provide internal and external access controls
- System must provide override functionality based on appropriate access
- System must use secure networks, firewalls and access controls to protect financial data
- System must have the ability to provide receipt of transactions at any time
- System must provide multiple options including wizards, templates and chatbots for gathering information from users
- System must provide the ability to redact sensitive information from files, reports and comments based on business rules
- System must provide the flexibility to adjust calculations
- System must provide the ability for user to consent (CSO)
- System must have the ability to denote required fields and change what fields are required as necessary
- System must provide the ability to manually update statuses
- System must provide the ability to create modify and generate templates from specified data points
- System must provide the ability to edit data inputs
- System must have the ability to detect duplicates.
