The Vendor is required to provide the procurement of a state-of-the art, commercially available, and customizable software application for tracing of the blockchain for cryptocurrencies and tracing of cryptocurrencies on the blockchain(s).
- This work presents several challenges, including:
• Tracing transactions on blockchain networks.
• Following transactions that move across multiple blockchains.
• Presenting complex technical evidence to non-technical audiences, such as attorneys and courts.
• Verifying the authenticity of digital data to ensure it holds up under legal scrutiny.
• Identifying and issuing legal processes to cryptocurrency exchanges.
- The agency has identified several key outcomes expected from the implementation of the selected digital forensics and blockchain tracing tools. The project will be considered successful when:
• All recovered and reported evidence meets regulatory standards for admissibility in court.
• The time and effort required to process and analyze data are significantly reduced.
• The likelihood of successful outcomes is increased.
• Investigators enhance their expertise in blockchain tracing and cryptocurrency examinations.
- Software application for tracing of the blockchain for cryptocurrencies and tracing of cryptocurrencies on the blockchain(s), the selected offeror must provide the office with software training and user support; proactive software maintenance activities to ensure that the software application continues to function optimally; and necessary reactive software support to resolve technical problems, optimize the use of the application, and maintain the software’s performance and usability.
- At a minimum, this must include:
• Blockchain Tracing – Ability to trace assets across all major blockchains within a single, unified graph with real-time investigation capabilities.
• NFT Tracking – Support for tracing non-fungible tokens (NFTs) across multiple blockchains, including Ethereum, Solana and Polygon.
• Demixing – The ability to demix transactions, either automatically or on demand, to identify the source and destination of funds.
• Pattern Recognition – The ability to detect suspicious activity and trace complex patterns, including those involving mixers and cross-chain activity.
• Collaboration – Ability to share investigative materials, such as graphs, with other users within BCI.
• Movement Alerts – Notification features to alert investigators of asset movement on specific blockchains.
- The solution must encompass tools, licensing, configuration, installation, integration, and data transfer needed in the use and administration of the financial investigation software.
- must provide maintenance and support activities that include ongoing technical support, troubleshooting and issue resolution, and updates and patches to maintain security and functionality over time.
- The implementation phase will include data migration from current systems, along with setup and customization of the new solution, and time for iterative feedback and enhancements.
- Automated Workflows. Streamlining and automating series of repeatable tasks within the software.
- System Integration. The ability to share case materials between other users and team members within our agency to improve efficiency.
- Tracing. The ability to conduct multi-level investigations at both the address and cluster level, or both within the same graph. The ability to trace the flow of funds across all assets and all chains in a single graph.
- Training. Training that provides not only an understanding regarding the use of the tool, but also certification in cryptocurrency investigations.
