Secure Email Platform

The Vendor is required to provide the purchase implementing a secure email platform to serve the incarcerated persons assigned to the various industries shop locations.  
• Platform shall be compatible with the existing email platform utilized by State employee staff. 
• The incarcerated person email platform shall not require any additional specialized software installation to facilitate this compatibility.
• The incarcerated person email platform shall provide real-time oversight of all communications and shall adhere with all security policies of the Agency.
• The platform shall provide email addresses that provide institutional credibility for all external communications with potential employers and service providers.
• The platform shall provide a means to maintain email addresses and contacts through facility transfers and release from custody for the purpose of aiding reentry transition.
• The platform shall provide functionality to automatically deactivate any accounts with no activity within a 12-month period.
• The billing structure shall be based on a monthly rate per user active user account.

2. Large Attachment Management
• Platform shall support CAD files and other technical drawings
• Platform shall support other industrial project coordination files
• Platform shall provide automated attachment scanning and approval
• Platform shall provide secure file transfers that include full audit trails
3. Communication Controls and Security
• Platform shall provide real-time message monitoring and review
• Platform shall provide attachment review and approval workflows
• Platform shall allow for configurable security policies per incarcerated person classification requirements
• Platform shall provide complete event logging and audit trails
- Security Requirements
• Platform shall provide complete administrative access to all communications to include attachments and user activities in real-time to ensure security compliance.
• Platform shall provide for whitelisting of approved contacts and email addresses and shall provide automatic bounce back notifications for all unauthorized contacts.
• Platform shall require that all messages be completed and sent immediately with no draft capability.
• Platform shall allow for granular access control which is configurable at multiple levels (i.e., individual, institution, classification, or agency).
• Platform shall provide complete audit trail of all system activity to include login attempts, message activity and administrative actions for security analysis.
