The Vendor is required to provide election management software and services as requested by department.
- Vendor must have the ability to:
• Acquire registered voter data from multiple county board of elections;
• Activate the capture signature feature in eBooks;
• Electronically load the voter information from the county;
• Manually gather voter information from the county.
• Must be able to interpret school district boundaries based on maps, street addresses, etc. provided by each school district, which may include district zones being redrawn, consolidated or expanded;
• The ability to provide mapping services to include where voters are located;
• Must be able to filter down all registered voters within the defined school district boundaries by street and house number;
• Must be able to obtain in-district voters who are not registered with the county;
• Must be able to create a database of voters who are both registered with the county as well as those only registered as in-district voters;
• Must be able to update the database several times prior to each vote (budget, library, bond, revote, etc.) as the end-user edits/modifies the records, and must be updated no more than 30 days prior to the vote date;
• Provide a copy of the updated data from the county;
• Must provide and be responsible for routine software maintenance services for the school district;
• If the district requires replacement supplies due to loss or damage, the replacement supplies will be replaced at the district’s expense;
• Must provide updates to the software as they become available to the district;
• Must provide software support services during regular business hours defined as Monday – Friday 8:00am – 5:00pm and 6:00am – 11:00pm on election/vote day.
• Must also provide commission with emergency contact information for support outside of regular business hours as defined above;
• The ability to convert district provided data into a format useable by the software;
• Must have the ability to scan and input data following each election, and upon district request, have the ability to rescan and input data following an election;
• Must be able to accommodate an all-mail voting system, if needed, in an emergency or in an unprecedented situation as determined by commission.
• This should include all ballots, postage, envelopes and any information analysis or scanning needed;
• Must have the ability to transmit publicly available information to the state voting and elections database that is maintained by state board of elections;
• The district is responsible for the postage cost to send ballots to the voters.
• Software must have the ability to verify a voter’s registration;
• Software must have the ability to view a voter’s history;
• Software must have the ability to produce mailing labels of registered voters;
• Software must have the ability to compile post- election data;
• Software should have the ability to run reports (voter count), upon request, in order to be able to reconcile with the voting machines on the day of the vote.
