The Vendor is required to provide for a right-of-way workflow tracking system (ROWWTS) for the department.
- A solution to integrate with its existing financial, Geographic Information System (GIS), and document management systems, allowing for efficient tracking of property acquisitions, lease agreements, appraisals, payments, and project documentation.
- responsible for planning, designing, building, and maintaining the state’s transportation system, including roads, bridges, railways, airports, and public transit systems.
- Disjointed Data Management – ROW project data is stored across multiple systems, requiring manual data entry and reconciliation.
- Limited Workflow Automation – Manual processes slow down approvals, payments, and property transfers.
- Compliance Risks – Meeting federal and state requirements for ROW transactions is increasingly complex without a centralized tracking system.
- Lack of Integration – Existing systems do not integrate with GIS, financial systems, or document repositories, making data access inefficient.
- Inadequate Reporting & Analytics – Current reporting tools lack real-time visibility, making it difficult for decision-makers to track project progress and financial expenditures.
- This requirement additionally applies to all Vendor-provided, agency-managed Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) solution which will handle data classified as Medium Risk (Restricted) or High Risk (Highly Restricted) data.
- The Solution Roadmap is a plan of action for how a Solution will evolve over time.
- Project Tracking – Ability to manage right-of-way projects with real-time data access.
- Land Acquisition Management – Ability to track appraisals, negotiations, approvals, and payments.
- Property Management – Ability to track surplus properties, leases, and disposition statuses.
- Workflow Automation – Ability to provide automated notifications, approvals, and status updates.
- Integration with External Systems – Ability to integrate with GIS, document management, and financial systems.
- Compatibility with modern web browsers and mobile platforms.
- If the solution is Vendor-hosted, hosting within the contiguous United States.
- Secure authentication and role-based access control. Accessibility via current and future versions of Microsoft Edge Chromium, Google Chrome, and Safari.
- Compatibility with Apple and Microsoft devices, including desktops, laptops, and tablets.
- For web functionality, no plugins or additional software installation required.
