The vendor is required to provide an electronic intervention referral system that facilitates the referral process of patients seen at the county department of health offices to qualified addiction treatment centers.
- The referral system must have an electronic smartphone application and a web-based referral system that specializes in the substance use disorder field to automate substance use disorder and behavioral health patient referrals to substance use disorder (SUD) and behavioral health providers.
- Substance use referral system mandatory requirements:
• Supplier shall provide an electronic system that facilitates the referral process for clients with substance use disorders and behavioral health needs beyond of care provided by agency.
• The referral system shall be web-based and connect clients with referral providers statewide.
• Shall have a phone application option for clients to communicate with the provider once a referral is made.
• Provide motivation, education, and support for the individual through the phone app to encourage follow-up once the referral is made.
• Shall provide services to all county health departments and agency contractors for clients seen in family planning, maternity, and child health clinics.
• All agency sites and contracts shall be able to propose new providers to add to the network in their service area.
• Supplier shall provide proof of a HIPAA-compliant system for transferring addiction related client information.
- Substance use referral system non-mandatory requirements:
• The capability to add providers to the referral list for pregnant clients, family planning clients, and child health clients experiencing any kind of substance usen and abuse disorder and behavioral health providers.
• The system should generate monitoring reports within the application.
• These reports should include but not be limited to, the following information: types of referrals, the number of referrals made to each provider, payer types, presenting problems, reasons for referrals, barriers that prevented clients from completing the referral process (including why clients did not complete the process), the number of clients who completed the referral process and attended appointments with the referral provider, and any additional information needed to evaluate the effectiveness of the intervention.
