The vendor is required to provide business systems analysis and business analysis services for Accela automation and related systems.
- The following outcomes through this consultant solicitation:
• Enter into a contract with a qualified consultant with deep knowledge of Accela and related systems who can dedicate one (1) staff resource to perform work as part of the department permitting system extra capacity (xc) team.
• Acquire expert level resource who has strong familiarity with Accela and right of way permitting and requires no training to begin business analysis and systems analysis work for department in Accela.
- Analyze 50%
• Listen carefully to and ask clarifying questions about business requests, translating those into business process requirements and system designs.
• Quickly learn system capabilities and configuration options and devise creative solutions for business needs within that framework.
• Analyze complex system issues to identify the root causes, propose comprehensive solutions consistent with system design standards, and assist with implementation of changes.
• Challenge process owners to examine and improve practices with an eye towards improving the applicant and customer experience.
• Review legislation to identify impacts to business processes and determine appropriate system changes in response.
• Identify, document and resolve issues, escalate when appropriate
• Consult with product owner and developer on best practice approaches to implementation.
- Design 25%
• Work iteratively with stakeholders to design solutions that meet their needs.
• Focus on system and process solutions that address underlying causes and inefficiencies rather than treating symptoms.
• Follow established project or departmental review and approval processes and standards for all work.
- Document 20%
• Manage and update system specifications in adhere to department and epic team standards.

• Coordinate work with external teams and stakeholders.
• Stay current on Accela platform development and new features applicable to department.
• Create user access testing (UAT) materials and lead UAT.
• Create training materials and lead user training.
• In partnership with the QA tester, developer, and other stakeholders identify and correct defects.
