The vendor is required to provide land development management software solution that will support city in efficiently managing lots and land development projects.
- The solution should provide digital tools for lot inventory management, phasing plans, lot tracking (sales and lease status, reporting, proforma integration, etc.).
- The ideal software solution would be implemented no later than January 2026, and should include the following functionality:
• Ability to create and manage digital lot inventories with real-time status tracking (e.g., available, sold, leased, pending) and attributes (e.g., zoning, size, phase, neigh bour hood).
• Ability to create inventories within the program or upload pre-created shapefiles.
• Lot-level history and audit trails.
• Payment tracking functionality, including the ability to record payments, monitor outstanding Balances, accept and refund deposits, and integrate with the city finance system.
• GIS and mapping functionality to visualize lots and filter by status and attributes.
• Ability to update lot status directly through a map interface.
• Integration with municipal GIS systems, or use of embedded mapping tools (such as measurement tools, minor spatial analysis, etc.).
• Document creation and management tools that provide the ability to upload, store, and securely access documents related to each lot.
• Integration with panda doc or provision of a built-in document signing and management solution
• Support for pro forma integration, including linking or inputting financial assumptions (e.g., land value, servicing costs, absorption rates, sale prices).
• Tools to generate and display pro forma summaries by lot, phase, neigh bour hood, or project, and the ability to appropriately allocate common costs for a neigh bour hood across multiple phases.
• Ability to export pro forma data to excel or other financial tools.
• Strong preference for a customer portal for builders and other members of the public to be able to access publicly available data, provide payment, and manage document history related to lots they’ve purchased.
• Lease management and tracking functionality would be an asset.
