The vendor is required to provide supervisory control and data acquisitions (SCADA) services in the area of controls engineering in support of process improvement, programming, automation, hardware and software, and systems integration with small-scale.
- These SCADA systems may require upgrading to improve system reliability and efficiency.
- The facilities include, but are not limited to:
• cedar hills landfill leachate pumping and landfill gas flare stations
• Vashon landfill carbon canister station and leachate pumping system
• Enumclaw landfill condensate system and landfill gas flare station
• Houghton landfill carbon canister station and condensate system
• Hobart landfill leachate extraction, leachate pumping systems and landfill gas flare station
• Puyallup and kit corner landfill land fill gas (LFG) flare station and condensate system
• Duvall landfill leachate system
- The contractor shall architect and implement integrated solutions for data collection and distribution throughout division.
- The county may have urgent calls requesting immediate assistance that require the contractor to respond by assessing electrical, both high and low voltage issues; programming; and troubleshooting pumps, motors, controllers, relays, electrical wiring, blowers, building automated system (bas), flow meters and sensors, and other issues, as described below.
- The contractor shall have a combination of available staff possessing and capable of providing the following skill sets and services:
• Provide over-the-shoulder support and guidance to county staff and support and interface with electrical contractor(s), while keeping the goals of the owner in mind.
• Work with field personnel to safely restore and isolate equipment for maintenance and various activities.
• Provide information and support to the required individuals for scheduling, outage reporting and accounting for energy and supplementary services.
• Experienced with protective relays, circuit re-closers, power and distribution transformers, synchronous machines, medium voltage switchgear and motor control center (mcc), large medium voltage motors, high voltage substations, transmission and distribution lines.
• Ability to quickly and accurately organize and analyze data and apply sound reasoning and judgment in developing appropriate solutions to operate the system under normal and emergency conditions.
• Effective communication skills and demonstrated ability to influence and implement programs.
• Pc skills including word processing, scheduling and spreadsheet applications.
• Strong interpersonal and teamwork skills.
• Administrative and configuration knowledge of win-911 to provide support to the county.
• Administrative and configuration knowledge of factory talk se and factory talk historian to provide support to the county.

f. System assessment and evaluation
• Assess and evaluate each individual system for proper functionality
• Document the assessment and functionality of each system
• Provide recommendations and estimate for repair of improperly functioning system(s)
• Annual cyber security assessment and report with recommendations.
