The vendor is required to provide crowdsourcing platform with survey and engagement tool capabilities, as outlined.
1 Facilitate organizational and community engagement:
• Support regional role in implementing community safety and well-being plans, as mandated by the act;
• Enable meaningful and inclusive consultations with diverse community groups, ensuring alignment with the act focus on addressing local needs through collaboration with municipalities, first nations, and community partners; and
• Provide tools for collecting, analyzing, and reporting internal feedback to improve workplace culture and operational effectiveness.
2 Ensure data security and privacy compliance:
• Guarantee that all data is hosted on servers located within in compliance with federal and provincial data residency regulations;
• Implement end-to-end encryption for data in transit and at rest, adhering to the stringent privacy and security requirements outlined in the act and the municipal freedom of information and protection of privacy act (“MFIPPA”); and
• Support anonymized data collections and ensure confidentiality of sensitive responses.
3 Maintain accessibility and inclusivity standards:
• Adhere to the act by providing accessible surveys that accommodate diverse needs, ensuring equitable participation in all consultations; and
• Offer multilingual support, minimum requirement in english and French, with additional translation options where needed.
4 Provide advanced features for scalability and flexibility:
• Deliver robust crowdsourced feedback design and analytics tools, including customizable templates, advanced logic (e.g., branching and conditional questions), and real-time reporting;
• Scale to accommodate growing volumes of respondents and surveys as engagement initiatives expand; and
• views of datasets that can be customized for internal or external engagements, ability to privatize within the organization for limited views by users.
5 Support and training:
• Deliver a service level agreement (SLA) that meet or exceed regional requirements
• Provide comprehensive user training and technical documentation to ensure
• Effective deployment and adoption of the platform by user; and
• Ongoing touchpoint meetings to provide user assistance in development of engagements, onboarding of new users and training of new releases.
6 Promote accountability and oversight:
• Include audit trails and tiered access controls to ensure transparency and proper governance in managing data; and
• Align with the act emphasis on ethical decision-making and community trust by providing tools that enhance the integrity of data collection and analysis.
