Medicaid Enterprise Systems

The vendor is required to provide Medicaid enterprise systems (MES) staff augmentation services to support the department with additional information systems and information technology support staff needed to facilitate the implementation and operation of MES modules.
- Position descriptions
- Business analyst
•    Document and manage new and existing business processes to facilitate training, analysis, and redesign.
•    Conduct a thorough analysis of existing and new business processes and identify opportunities for improving workforce efficiency. 
•    Conduct a thorough analysis of operational business requirements and conduct a gap analysis for any required modification to an existing business process.
•    Create and maintain a requirements database that documents how each existing or new business requirement is being supported. 
•    Validate that any proposed solution to an existing requirement satisfactorily meets the underlying need. 
•    Collect marketing materials from industry solution providers that claim to satisfy the identified business requirements. 
•    Document and manage new and existing functional capabilities provided by existing and proposed it solutions.
•    Conduct a thorough analysis of existing capabilities against documented business requirements to determine where gaps in technology are preventing the efficient execution of business processes. 
•    Validate that any proposed solution successfully delivers a new functional business capability that addresses one or more existing requirements. 
•    Build and execute thorough test scripts to ascertain the breadth and depth of a capability consistently.
- Senior business analyst

- System tester
•    Create testing procedures to evaluate the performance of the software. 
•    Build software testing programs that automate testing processes. 
•    Run the software testing procedures to evaluate the software.
•    Document all testing procedures. 
•    Report bugs and make recommendations to improve the software product. 
•    Collaborate with business analysts, test engineers, software programmers and other team members.
•    retest software after defects is fixed to ensure the program works properly.
- Senior system tester
•    Provide day-to-day application support to business applications, off-the-shelf, custom, thick client, web, and mobile applications. 
•    This position will collaborate and coordinate internal and external technical and non-technical resources to deliver support and project tasks. 
•    This position also supports and improves business processes, application use, and the development of performance metrics. 
•    Timely resolution of user requests and technology issues. 
•    Training of employees on application use, functionality, data quality and reporting and help them resolve application issues. 
•    Produce organized and informative system documentation, including details of application configuration and installation and client infrastructure. 
•    Build and create a knowledge base; ensure other it team members are informed and educated.
•    Management of relationship business partners, internal and external technology partners, and vendors. 
•    Analysis and implementation of best practice business processes aligned with the correct technology and tools. 
•    Monitor routine and critical processes and workflows and proactively identify problem trends.
- Senior data warehouse analyst
•    Ability to combine traditional data warehousing, data analysis, reporting and online analytical processing (OLAP) implementations with operational and analytical systems. 
•    To include devising methods for identifying data patterns and trends in available information sources. 
•    Services include real-time data warehousing, enterprise public and internal facing portals, master data management, executive dashboard implementations and ad-hoc solutions. 
•    Build real time integrations solutions from third-party solutions e.g., salesforce.com. 
•    To include creating business intelligence tools or systems, including design of related databases, spreadsheets or outputs. 
•    Development of ETL (extract, transform and load) programs using the informatica tool suite (PowerCenter and power exchange). 
•    Develop and deploy data quality (DQ) platforms leveraging quality and profiler components. 
•    Define metadata management strategy and its implementation using Informatica’s metadata manager. 
•    Define and integrate client specific ETL best practices. 
•    Leverage, modify and customize ETL architecture components in developing client integration solutions. 
•    Train and mentor client resources on all ETL technology components. 
•    Ability to perform other senior data analyst functions that may or may not be related to data warehouse:
o    Generate standard or custom reports summarizing business, financial, market or economic data for review by executives, managers, clients, and other stakeholders. 
o    Synthesize current business intelligence or trend data to support recommendations for action.
o    Maintain library of model documents, templates, or other reusable knowledge assets. 
o    Manage timely flow of business intelligence information to users.
- Systems architect
•    The systems architect defines solutions to meet functional and non-functional requirements.
•    Establishes application architecture at the system component and service level. 
•    Guides and mentors other team members. 
•    May execute complex development tasks as a contributor to key projects. 
•    Works across the full development team on select initiatives to establish standards and practice improvements. 
•    Engage with business stakeholders and is personnel to define system scope and objectives. 
•    Develop and maintain technical and architectural designs for assigned applications. 
•    Mentor and provide guidance to team members. 
•    Define key system components in detail as required. 
•    Consult on and contribute to complex development efforts; review document, enforce and model standards and best practices to others. 
•    Establish roadmaps and plans for system improvement and architectural evolution. 
•    Lead and facilitate standards and practices improvement initiatives. 
•    Participate in technical strategy planning with other development and information security (is) leaders.
