The Vendor is required to provide for Software as a Service (SaaS) licensing and spectrum management platforms.
- Solution that supports core regulatory functions, including spectrum assignment, license application processing, billing integration, compliance tracking, document management, analytics, and automation with support of a public facing portal.
- The system must facilitate preparation of filings for ITU-standard filings (e.g., API, GIMS, and BRIFIC) for assignments related to satellite, aeronautical, maritime, and other services requiring international protection or coordination and support future integration with ITU electronic tools and data exchanges.
- Provide an example of the user interface and describe the extent to which it is intuitive and user-friendly.
- System integrate with external tools (e.g. GIS systems, financial systems, document management, CRM, etc.
- System must support ITU-compliant frequency management, including data structuring, coordination, and notification formats in line with ITU-R Recommendations and Radio Regulations.
- Identify vendors that can provide a modern, scalable, and secure SaaS solution tailored to regulatory licensing and spectrum management.
- Gain insight into feature availability, modular pricing, service levels, implementation timelines and project feasibility.
- Validate whether the available solutions are capable of meeting OfReg’s requirements.
- Use collected information to refine the procurement process, technical scope, and funding strategy.
