The vendor is required to provide electronic research administration platform and implementation services solution research community with a best-in-class solution for managing the research life cycle by minimizing risk, maximizing efficiency, optimizing planning, and enabling the visualization of research administration data to empower the university to better leverage data for decision-making as it grows during the next decade.

- A SaaS solution is one that, minimally, is:
• Routinely offered to the market as a SaaS solution;
• Delivered using a cloud-based service delivery model;
• Supported, maintained, and managed on bidder infrastructure meeting industry-recognized best practice standards;
• Updated through scheduled, periodic releases made available to all subscribers which are applied by the bidder and configured by the customer; and
• Subscribed based on a periodic (typically annual) payment.
- Strong preference for a unified software solution
• A user is not required to enter the same data multiple times;
• Each data element is labeled consistently across the complete set of software;
• Data is fully edited when it is first entered so that a user is not required to correct errors later identified by another module (e.g., when pre-award and proposal budget data is passed to the post-award module)
• Stated differently, data successfully entered is valid for the complete set of software;
• Data is processed seamlessly across the complete set of software (e.g., when an award is entered, information originally entered as proposal data is recognized by the software as project data without requiring the user to re-enter it; workflow is integrated with and across the complete set of software);
• Data entered into any component of the software updates (and is maintained in) a single data repository provided as a component of the integrated set of software; and - data maintained in the data repository is structured to facilitate ease of data extraction (i.e., supports daily data transfers to the university’s enterprise data warehouse) and data reporting (i.e., supports intuitive
• Provides a uniform application security model that governs access and update privileges for the complete set of software such that a user signs on once to interact with the complete set of software and can be restricted to access data pertinent to the user’s role and scope of responsibility.
