The Vendor is required to provide fully hosted or on-premise software solutions for employee relations tracking, (“solution”) which includes tracking and monitoring deadlines related to employee issues, provides the county with the ability to log, sort, and search different types of employee issues in an organized manner and enables the creation and maintenance of a searchable database for past employee issues, which can be referenced as historical data for current and future cases.

- A robust, fully-hosted, tracking system that allows county users to enter, track and monitor dates and details of all employee issue cases, edit data as necessary, access the data in a manner that allows searching, sorting and reporting of details and store data for future access.
- Automated deadline reminders
- Tracking of complaints, grievances, performance improvement plans and workplace investigations by type. - User licenses should not limit how many county employees can record videos.
- Limitations may be placed on users who edit and upload.
- System include:
• Provide software enhancements free of charge whenever released.
• System provides GIS access via computer, tablet or mobile device using chrome browser with internet access without any additional fees or licensing.
• Ability to perform automated updates to an Esri enterprise geodatabase either through nightly batch scripts, APIS, ArcGIS rest services, or similar methods.
• Ability to assign users with limited permissions, as determined necessary by the county, at no additional cost, as “read-only” without the ability to edit the data contained therein.
• Ability for users to create customized dashboards easily without having technical knowledge and without having to contact vendor.
• System must be hosted in the cloud by the vendor allowing access to users in real-time both in the office and in the field.
• Users must be able to add multiple photos from field via tablet, laptop, or smart phone of choice (e.g., android, iOS, apple, chrome, Microsoft, etc.)
• User-centric design (ability for each user to customize their own screens and layouts with ability to save user custom configured settings)
• Software does not require client-side installation, browser plugins (e.g. Silverlight, ActiveX), or changes to local workstation security.
• Ability to store, maintain, edit, and populate forms and letters.
• System must provide the ability to configure, add new fields, and the ability to immediately run reports against the new fields created without requiring technical support or knowledge of SQL, crystal, or other similar programming languages
• Software must be designed to be accessible for people with disabilities and verifiably compliant with applicable standards and laws, which may include but is not limited to, sections act, which defines standards for electronic and information technology and web-based applications and web content accessibility guidelines, which defines how to make web content more accessible to people with disabilities.
- Asset Management System
• Ability to manage county’s assets including, but not limited to, signs, markings, signals, flashers, streetlights, asphalt, sidewalks, curb and gutter, etc.
• Ability to assign work orders, escalate a work order, and confirm work order completion electronically.
• Software must be able to provide time and cost tracking functionality for work orders.
• Store information and automatically calculate based on hours, parts and material, equipment, and personnel assigned. Should be able to output cost and time tracking into a report format
• Active and completed work orders must be searchable through a various combination of defined fields and terms.
• Software must be able to keep and track maintenance history.
• Software must be able to maintain note history once a work order has been closed.
• Ability to track work orders, labor, equipment, and materials costs, and generate billing,
• System must have ability to create custom dashboard providing specific segment details including, but not limited to (last treatment date, type of treatment, functional class, no maintenance, etc.)
• Ability to set up any type of work order with unlimited user-defined fields by work order type.
• Search results for road segments must be shown within the database as well as a corresponding GIS map.
- Report Management
• Must have an integrated report builder to enable County staff to have the ability to create ad-hoc reports.
• System must provide the ability for end users to easily create saved reports and ad-hoc reports.
• System should have the ability to allow users to create custom reports as needed without any additional costs with support as needed.
