A government agency in California issued “Community Data and Reporting Solution” (RFP). Solicitation SYS-2004 closed on August 21, 2025. Eligibility: Only for USA Organization.
The Vendor is required to provide community data and reporting solution.
- Community Data
• Solution must include a data repository of over 100 authoritative community datasets including demographics, population, households, health, business/employment, housing, public safety, age, race and ethnicity.
• All data must be readily available at multiple geographic levels including country county and sub-county geographies such as city and census tract.
• Must include detailed metadata, including a description of the meaning of the data and data source information.
• Metadata must be visible directly within the solution.
• Must allow loading of custom community data that may join with known geographies or custom geographies.
- Custom Geographies
• The solution must be able to intake custom geographic files (i.e. Shapefiles, geojson) and dynamically apportion community data to custom geographies (i.e. Supervisorial districts).
• Must support the creation of ad-hoc geographies within the solution by drawing, generating buffers, and/or combining existing geographies, then dynamically apportion community data to ad-hoc geographies.
- Visualization and Reports
• Ability to create interactive dashboards, maps, charts, and reports with minimal technical overhead.
• Must support the ability to create dynamic reports featuring narrative text, navigation, photos or other media, and interactive data visualizations.
• Reports must not have a web map or dashboard as the primary view but instead function like a document with dynamic embeds.
• Community data must be able to be visualized in report as a map or chart without any additional mapping, exporting, or application configuration (for example, once community data is identified for a geography, a chart may be generated in a report without developing a chart in a separate application environment).
• Visualizations and reports must be able to be created by non-technical staff with no-code configuration.
• Data visuals should support filtering, benchmarking, comparisons, and downloadable exports.
• Must support embeddable reports or dashboards for use in county websites or presentations.
• Visualizations must be shareable publicly – requiring no password – or internally; must not require additional user accounts to view internally-shared visualizations.
• Solution must have templates available for user configuration.
• Published reports must be functional on mobile and web devices.
• An AI assistant which can provide data-driven narrative summaries.
- Security and Accessibility
• Platform must comply with county data security and privacy standards.
• Must meet WCAG version 2.0 level AA accessibility guidelines
- GIS Compatibility
• Data must integrate with ArcGIS platform or export to geospatial formats.
- Technical support
• Remote technical support available.
