The Vendor is required to provide for the design, development, implementation, and delivery of a modern and secure pay system.
- The current pay system, which has been in use for over 20 years, is now at its end life. It is a basic system lacking the capability to perform required calculations, necessitating significant manual intervention to ensure the accuracy and timeliness of payments to senators and retired senators.
- The Senate seeks a modern pay system that offers automation and advanced functionalities, including an employee portal for viewing pay and tax slips.
- Supplier will be responsible for the end-to-end delivery of a comprehensive pay system that meets the operational, legislative, and strategic needs of the senate.
- The new system must support accurate and timely compensation for 105 active senators and approximately 130 retired senators, ensure compliance with applicable legislation, and provide robust tools for payroll processing and reporting.
The solution should enhance operational efficiency, improve user experience for the compensation team, and support integration with an existing ERP system.
- Provide end-to-end services including system customization, data migration, training, and ongoing technical support.
- Services include:
• Validate, clarify, and prioritize the requirements with the senate team.
• Record any new or modified requirements so that it is documented and can be integrated into the planning.
• Attend virtual requirements review sessions with the senate team as needed (preferably through the application Microsoft teams);
• Collaborate with the senate team to design the solution; and
• Update the project authority regularly, and project manager as requested, on the progress of work and any changes to the project schedule.
• Analyze the requirements, propose solution options, and evaluate configuration, customization, and integration approaches against the requirement so that they can be validated by the senate team;
• Configure the solution according to the requirements outlined and approved in the requirements and design phase;
• Conduct virtual review sessions with the senate team as required;
• Collaborate with the project authority and the senate team to determine the prioritization of work;
• Provide access to testing and production environments for the testing and validation of the solution;
• Test the solution in collaboration with representatives from the senate;
• Fix issues, including bugs and deficiencies (where the solution is not configured in a way to meet the defined requirements), identified in the testing of the solution.
• The senate will perform user acceptance testing (UAT) to reach a final acceptance signoff;
• Provide documentation for the senate team needed to maintain the solution long-term and any valuable information;
• Provide guidance and documentation to the senate team on integration with other key senate systems, including case studies or examples of previous integration approaches with other clients using this solution; and
• Update the project authority regularly, and project manager as requested, on the progress of work and any changes to the project schedule.
