- Solution build and testing:
• The final solution design is signed off by the city, the vendor will begin building the city requirements into base functionality and integrate into the city system, which may require coordination with the city’s existing vendors.
• The vendor is expected to conduct preliminary system and integration testing before handoff to the city for user acceptance testing (UAT).
• These systems are integrated, the city will be confirming data accuracy for billing calculations, high bill notification, among other use cases.
• The completion of the AMI network and integrations will need to be tested and pass system and user acceptance criteria before moving to full deployment.
• The vendor is also expected to host the necessary training courses for the city staff and technicians at this time.
• The vendor will be responsible for designing and building the AMI network required for meter communications.
• This includes developing a detailed network design, developing make-ready designs for the network devices, securing the required locations for installing the network devices (using the city locations when possible and also securing other non-city assets if required), installing all of the network devices, testing each of the network devices and commissioning the entire AMI network in order to meet the meter read rate SLAs.
• If the vendor solution is cellular, the vendor will be required to work with the public carrier to ensure coverage of the city’s service territory, troubleshoot any deployment phase and post-deployment phase cellular performance issues and manage the 20-year contract with the public carrier as required to achieve the SLAs.

• The city will give authorization based on defined acceptance criteria to enter this phase.
• The city will focus on safely and efficiently deploying AMI endpoints and performing meter replacements to achieve scale and deliver the benefit of AMI to more customers across the utility.
