The vendor is required to provide learning management system for include:
1. LMS user access and LMS user accounts:
• The awardee must provide a single sign-on platform for users to access the LMS.
• The state requires a minimum of 7,800 user licenses that can be reset and managed by administration staff at any time, with role-based access.
• The LMS must retain a complete user history to meet state and federal retention requirements.
• The LMS must have the ability to provide special permissions and roles to designated individuals.
2. LMS user notifications:
• The LMS must be able to produce an email notification for users assigned to a training course. this email notification feature must be tailored to each training course and customizable by administration staff.
• The LMS must also be able to send unenrollment emails and mass emails.
3. Training content:
• The awardee must provide a library of privacy and security training courses that can be branded administration and customized to meet administration business needs.
• The awardee must provide the content for these privacy and security training courses with a range of cyber security related subjects. the awardee must ensure the LMS is capable of loading training courses generated by administration staff using standard compatible file types.
4. Tracking and reporting:
• The LMS must be able to track course completion, time spent on a lesson, certification, assessment scores, transcripts and compliance.
• Customizable reporting that is user friendly and intuitive.
5. Course management:
• The LMS must have the ability to retain version history for computer-based training modules, to copy modules, to activate and deactivate modules, to organize modules into curricula, and to measure module completion.
6. Scheduling and rollout functions:
• Admin users must be able to mass enroll and unenroll in computer-based training and curricula both individually and via bulk enrollment, schedule deployment and enrollment dates, and assign coursework and due dates based on user role and learning pathways.
• The LMS must feature the ability to schedule and manage enrollment for instructor led training sessions.
• This must include the ability for self-enrollment and supervisor enrollment and the ability to restrict enrollment based on user role, session size, and registration dates.
7. Assessments:
• The LMS must either include software for proctoring multiple choice exams or be compatible with SCORM assessment tools.
• The LMS reporting mechanism must be able to retrieve both individual user scores and question specific score results.
