- Provide a fully hosted and managed, cloud-based tourism and location analytics platform accessible via secure login on a standard web browser that is currently operational and in active use by other organizations.
- Software shall have the ability to generate estimates of actual visitor volumes, beyond simple counts of unique mobile devices.
- Software shall have the ability to conduct retail void analysis to inform business recruitment and site selection strategies.
- Functional requirements
1. Real time location intelligence and geofencing
• Software must leverage mobile location data to provide real-time and historical foot traffic analysis.
• Software must support dynamic geofencing, allowing users to define custom pois or event areas “on the fly” via the web interface without requiring vendor intervention or shapefile uploads.
• Software analysis shall be precise enough to capture activity at the level of a single retail store or strip mall.
• Software shall be capable of analyzing temporary events, such as a weekend fair or seasonal festival, provided there is statistically sufficient mobile device coverage.
2. Visitor count and statistical validity
• Software shall account for market-specific device coverage variability and shall filter out anomalous data clusters, and retain only high-confidence data for modeling.
• Software shall not rely solely on unique device counts, but instead apply advanced extrapolation methods to estimate actual visitor volumes.
• Software shall provide visibility into sample sizes, confidence intervals, and data coverage thresholds enabling defensible insights and statistical clarity.
3. Visitor demographics and origin segmentation
• Software shall differentiate visitors who are county residents, visitors from outside county as well as international visitors.
• Software shall provide demographic, behavioral, and geographic origin breakdowns to help inform marketing and infrastructure planning.
4. Economic impact and retail analysis
• Software shall perform void analysis to support site selection and business recruitment strategies.
• Software shall conduct retail leakage and surplus analysis using supply-demand gap metrics.
• Software shall estimate tourism multipliers and economic ripple effects via input-output modeling.
• Software shall provide estimates of local sales tax revenue generated at local, county and state levels.
5. Predictive modeling and ROI measurement
• Software shall forecast expected attendance, visitor spending and economic returns of upcoming or hypothetical events.
• Software shall be capable of estimating the return on investment (ROI) of marketing initiatives by attributing visitor traffic and spending to specific campaigns, utilizing movement data and digital conversion metrics such as website visits, ad clicks, and similar indicators.
• Software shall analyze year-over-year and seasonal trends to support budgeting and performance monitoring.
6. Data integration and access
• Software shall integrate with external databases including, but not limited to, media performance and conversion tracking data, credit card transaction data, hotel and lodging data, short-term rentals, traffic counts and transportation data, airport and flight arrival and departure data.
• Software shall offer API access, csv or excel data export options for integration with internal dashboards and reports.
• Software shall provide access to historical data archives for longitudinal analysis and benchmarking.
