• Total dollars spent on relevant activities
• Names of public officials benefiting from their activities
• Purpose of their lobbying activities
• For each payment made, provide the names of payees, purpose of payment, and date
• File attachments
• Checkboxes indicating acceptance of terms and conditions
• Digital signatures
- The system must calculate fines for violations of the ordinance
- The system must allow users to make secure payments for fines
- The system must provide automated email notifications for such events as:
• Quarterly reports nearing their due date
• Quarterly reports past due
• Fines assessed
- The system must allow for manual email notifications for staff to compose and send to users or filtered subsets of users
- The system must provide a way for staff to review submitted reports and user details
- The system must provide a way for assigning filing reviews and other workflow tasks to staff
• Assignment notifications or a user-specific dashboard must be available to highlight their current tasks
- The system must provide internal reports including:
• Lobbyist activity summaries for a specified time period
• Total expenditures for a specified time period
• Expenditure categories for a specified time period
- The system must produce and make available filing reports to the public
- The system must allow staff or administrators to modify settings such as fee schedules, notifications, workflows, users, user roles, and reports
- The system must record all activity and changes to users’ accounts and other editable data for auditing purposes
- The system must retain all information for a to-be-determined period of time
- The system must leverage modern internet and user experience technologies, including:
• Appropriate system and data encryption and security
• Support of potentially 1,000 simultaneous transactions
• Capacity to store 100,000s of historic forms
• Always available and reliable
• Maintenance and backup plans established.
