The Vendor is required to provide for a Works Management System (WMS):
• Completed an asset management maturity assessment by department, implemented an asset management governance framework, and adopted an asset management policy
• Completed a detailed data quality and completeness assessment by department and asset type
• Established a works management system steering committee and project team
• Adopted a program charter for the overarching project
• Hired a third-party project advisor consultant to support WMS procurement and implementation
• Developed and presented a business case to senior leadership for project
• Established functional and technical requirements with stakeholders
- This software is intended to help the City adopt a consistent basis for managing and tracking asset operations and maintenance across all asset classes and departments.
- Once fully implemented the software should allow the city to understand and fill data gaps, improve resource efficiency and coordination, improve asset performance through preventive maintenance strategies, and track levels of service performance across all relevant asset types.
- Core functionality of the future WMS would include, but not be limited to:
• Asset data management
• Service request management (internal & external)
• Work order management
• Preventative maintenance program management
• Asset forms and inspections
• Materials management and consumables management
• Management reporting
• Mobile workforce enablement
- Find the right software solution: procure and implement a works management system for operations at the city, which supports high-quality service delivery to the public and staff and improves access to technology for non-office-based staff by expanding and improving mobile working.
- Improve data: improve data quality, completeness, accessibility, and analytics to support well-informed decision making at all levels of the city. Centralize asset data, including enhancements to internal GIS services, to support staff who are operating or maintaining assets and retaining the knowledge of operations staff.
- Improve processes: standardize operations work processes and related information, improving information available for reporting, oversight, and decision making to support efficient and effective coordination of work activities.
