RFP Description
The Vendor is required to provide a comprehensive and configurable human resources information system (HRIS) that supports core human resource functions and offers the flexibility to integrate seamlessly with both existing and future ERP / financial systems. - The ideal system will enable the City to streamline operations, reduce administrative burden, and transition away from fragmented manual processes toward a more integrated and data-driven approach to human capital management. - Solution must support a comprehensive range of human resource functions and be adaptable to the City’s unique operational environment. - This includes the ability to manage unionized and non-unionized workforces, accommodate various employment types such as full-time, part-time, seasonal, student, and volunteer positions, and ensure compliance with legislative and regulatory requirements across both state jurisdictions. - The selected HRIS solution must support efficient year-end processing through automation, effective-dated reporting, and employee self-service access to forms and year-end documentation. - The city manages a comprehensive and highly detailed year-end HR process that spans compensation adjustments, benefits recalculations, statutory reporting, and time bank reconciliations. - Key outcomes for the new HRIS solution include: • Streamlined and standardized HR workflows through configurable tools and automation • Enhanced data accuracy and consistency across the employee lifecycle • Reduced dependency on spreadsheets and isolated systems • Improved access to real-time reporting, metrics, and analytics • Intuitive user experiences to support adoption by both HR staff and end users • Secure, role-based access to sensitive information, with strong system controls • Compatibility with mobile access and employee/manager self-service features.
