The Vendor is required to provide a smartphone and tablet-based platform to be used for video directly observed therapy (VDOT), video directly observed preventive therapy (VDOPT), electronic directly observed therapy (EDOT), and electronic preventative directly observed therapy (EDOPT).
- The process involves both reviewing pre-recorded videos and interacting with the patient using live video streaming and observing the patient take the medication.
- A smartphone and tablet-based platform that would allow patients to make a video recording of themselves taking the medication, providing them with more autonomy, flexibility, and privacy.
- System Requirements:
• Available in Android, iOS, and Microsoft Windows operating systems with the capability of operating in smartphones, tablet devices, laptops, and desktop computers with video cameras.
• Consist of a patient-facing application and provider-facing web portal
• Can be downloaded to patients' private smartphones, tablet devices, laptops, and desktop computers with video cameras for use and allow patients to record themselves taking their medication any time of the day.
• Allows asynchronous VDOT and VDOPT wherein patient can record themselves taking their medication while offline and securely upload them once connected to data or Wi-Fi.
• Allows synchronous EDOT and EDOPT wherein patient can use live video streaming connect with healthcare worker and facilitate observing the patient take the medication in real time.
• Available in multiple languages to cater to non-English speaking patients.
• Can ask patients about symptoms and side effects prior to taking the medication with the list of symptoms and side effects being customizable depending on the type of medication the patient is taking.
• Allows multiple patients to share a device and keep data securely stored separately.
• Allows patients to view their progress, adherence rates, and video submission status while on treatment.
• Can recognize and notify the TB Program staff of any medication side effects and symptoms reported by the patient via email and SMS alert.
• Allows TB program staff to remotely view, accept, and/or reject patient VDOT and VDOPT videos via web.
• Have the capability to send automated medication dose, laboratory, and appointment reminders to patients.
• Have the capability to interface with an Electronic Medical Record (EMR) system including uploading the recorded video into the EMR. The cost of building the interface to be paid for by the Contractor.
• Can support future expansions of capabilities within VDOT/VDOPT/EDOT/EDOPT
• Can create regular or real time customizable aggregate and patient level reports.
• Have the ability or the potential to be used for other public health needs.
• Must be user friendly with intuitive commands and intuitions to both program staff and clients.
• Can upload or attach a patient's picture to their profile.
• Utilize the most up-to-date Internet protocols to ensure the security of the information being sent as well as optimize the speed and quality of information being exchanged.
• The ability to adjust medication and regiments should be easy to do with little to no effort on behalf of the program.
• All software updates/upgrades shall be communicated with department program staff prior to implementation.
• Responsive customer service for platform issue resolution for patients and healthcare staff within short turnaround times.
