The Vendor is required to provide an emergency notification system for the county and multiple representatives from different jurisdictions within the county.
- This unique combination of urban centers, rural expanses, and seasonal tourism presents complex challenges for emergency management, requiring a robust and adaptable emergency notification system to effectively communicate with a diverse and sometimes transient population across varied geographical terrains.
- The emergency notification system shall provide communication by SMS, TDD, email, voice calls, mobile app push notifications and must support County integration/access to IPAWS and all IPAWS functionality, including Wireless Emergency Alerting (WEA), EAS, NOAA and all other provisions supported by agency Common Alerting Protocol (CAP).
- The contractor for this project will be able to support a minimum number of 200,000 opt-in registrations through the County system and support registrants from each jurisdiction.
- The system must be able to allow for manual uploads from all registrants from previous systems to be part of the new system while maintaining the integrity of their information as well as their preferences.
- The emergency notification system shall be capable of providing on-screen reporting for notification, with the capability for hard-copy reporting to include success percentage and actual number of successful dispositions for each contact method type; failures by percentage and actual number and the reason for receipt failure (e.g. network error, busy signal, etc.); actual number of each type of contact such as landline, cellular, SMS text, etc.; notification start and end / completed time; type of message; message initiator; size and actual language of the message.
- The emergency notification system must enable the message sender to define an area on the fly, using an address point and a radius around that address, and complex polygon shapes, with the ability to resize, modify, upload, and drag-and-drop the selected area shape after drawing / placement. In addition, jurisdictions should be able to select from predefined areas (e.g. whole town, village, water district, etc.) and be limited to their area of authority.
- Portal shall provide the ability to create custom contact groups and allow messaging to group members, as needed, for real-time events (e.g. search and rescue, command post functions, etc.)
- Self-registration portal for all users to create a secure login with 24/7 access to update, edit and/or delete contact information for any device capable of receiving alerts and warnings. There shall also be an option or opt-out, via text, feature
- Portal shall allow users to select five (5) separate valid address locations to be registered to receive emergency alert notifications within the county.
- Platform access through mobile app offering real-time alerts and communication capabilities from iOS and Android mobile devices and phones
- Mapping Option – Geo targeted messaging providing the ability to send notifications based on the location of the recipients and based on their address
- QR code to join – allows opt-in via scanning a QR code.
- Contract Period/Term: 4 years
