The Vendor is required to provide for a comprehensive cross-connection compliance software system that will enhance the utility’s ability to monitor and enforce backflow prevention regulations.
- Acquire a secure and scalable cross-connection compliance software system.
- Implement a Tester Portal for certified backflow testers to submit test results, manage certifications, schedule testing, and submit Insurance.
- Launch a Customer Portal for property owners to access compliance information, receive notifications, and manage device data.
- Enable user customization, including:
• Role-based access control
• Workflow configuration
• Custom reporting templates and notification preferences
- Incorporate multiple communication channels, including:
• Letter/Postcard
• Email
• SMS/Text messaging
• In-app and portal-based notifications
- Integrate the software system with the City’s GIS platform for Address and Owner Data.
- Develop and deploy compliance dashboards to display real-time metrics and analytics for internal use.
- Ensure the system complies with the City’s IS data security, privacy, and regulatory standards.
- Migrate data and attachments from legacy systems and ensure data integrity during the transition.

- Ability to provide reporting and data necessary for compliance with the State drinking water regulations.
- Cross connection compliance and support them in choosing configuration options that align with the Owner's business needs and best practices for compliance.
- Perform necessary configuration tests to verify that all options are correctly implemented and will document the chosen configuration settings.
- Also expected to establish appropriate security controls, backup and recovery procedures, database tables, reporting software, data warehouse tools, database replication processes, business intelligence tools, portal tools, online help files, and any other elements needed for the system's production operation.
