The Vendor is required to provide for a commercial off-the-shelf (COTS) solution for an enterprise-wide certification and training management solution (CTMS).
- The CTMS must be highly automated, configurable, and able to seamlessly integrate with existing state systems and databases.
- The solution should be user-centric and minimally capable of:
• Managing and securing data (including personally identifiable information (PII) and financial);
• Delivering user-friendly reporting throughout the system;
• Supporting various user roles, groups, and permissions;
• Integrating with Role-Based Access Control (RBAC) (security method that assigns permissions to users based on their roles within an organization or system) and Active Directory (AD) (directory service developed to manage user accounts, computers, and other network resources);
• Allowing internal (State) and external (non-State) users to create and self-service their accounts;
• Tracking activities and transactions related to training, scheduling, rosters, waitlists, exams, continuing education (CE), certifications, and certification renewals;
• Providing multi-platform accessibility with heavy emphasis on a mobile access component;
• Functioning as a Learning Management System (LMS); and
• Enabling user-driven configuration and automation.
- Tracking and management of certification and training programs throughout the State involves a largely manual effort to maintain program integrity and compliance.
