The Vendor is required to provide a comprehensive, modern Customer Information System (CIS) and Utility Billing (UB) solution that supports the full lifecycle of customer service, billing, and service order management.
- A system that delivers the full suite of core CIS/UB modules - functionally unified and designed to work seamlessly as one solution - while maintaining interoperability with county’s existing enterprise applications.
- Procure a CIS/UB environment that is comprehensive in its own domain yet modular and standards-based, ensuring smooth integration with university broader technology ecosystem (including ERP, Finance, GIS, WMMS, and AMI systems).
- Solutions should emphasize interoperability, flexibility, and scalability, ensuring the ability to adapt to future needs such as advanced analytics, artificial intelligence (AI), and evolving business and integration standards for APIs, web services, or equivalent.
- This includes, but is not limited to:
• Customer account management
• Billing and payment processing
• Service order and request management (for customer-related work, not duplicating university enterprise asset management system)
• Online customer portal
• Integration with systems such as Tyler Munis (ERP/HR), lucity (CMMS/EAM), ESRI (GIS), and VXSMART (AMI/portal)
• Data migration from legacy CIS
• Implementation project plan and phased rollout strategy
• Training, testing, and support
• Security and compliance standards.
