English Education Platform

The Vendor is required to provide for a comprehensive instructional product specifically designed to meet the diverse needs of approximately 450 adult English language learners.
- The ideal solution will provide high-quality, standards-aligned instruction and support adult education programs in delivering effective, accessible learning opportunities across a range of proficiency levels.
- System requirements:
•    Standards-aligned instruction: courseware must align with national and state adult education standards, including college and career readiness standards (CCRS), best English skill test (best) plus, English literacy (el) civics, and integrated English literacy and civics education (IELCE) frameworks.
•    Integrated digital literacy and workforce preparation: the product must embed digital literacy and workforce readiness skills in alignment with workforce innovation and opportunity act (WIOA) and IELCE mandates.
•    Blended learning & teacher integration: the platform must support blended learning models and be easily integrated into teacher-led classroom instruction.
•    Scaffolded support for multilevel learners: the solution must effectively support learners from literacy to advanced levels like NRS level 1-6 (beginner to advanced), including multilevel classroom environments.
•    Pronunciation and speaking practice: must include tools for speaking and pronunciation with real-time feedback to help learners build communication skills for real-world situations. 
•    Multilingual navigation and support: the platform must include multilingual instructions or support features to ensure accessibility for low-literacy and Non-English-speaking users by being fully compliant with the new VPAT v2.4 and fully compatibility with job access with speech (jaws).
•    Language translations are needed for the following languages:

•    Data tracking and Reporting: Must offer robust student progress tracking and data export functionalities to meet federal and state compliance and reporting requirements.
•    Workforce-Aligned Curriculum: Content should support Integrated Education and Training (IET) and IELCE programs with industry-relevant, career-focused course options.
•    Mobile-Friendly and Low-Bandwidth Compatibility: The product must be fully functional on smartphones and in environments with limited internet access.
•    Professional Development and Support: Vendors must provide implementation assistance, ongoing professional development, and technical support for program staff and administrators.
