The vendor is required to provide online transparency tool for budgets, capital projects and strategic planning of enhancing community engagement through consumer driven access to relevant and timely online information pertaining to the county.
1. Appearance and usability
• Intuitive and user friendly with the benefit to the general public as the primary goal.
• Pre-existing and customizable reports available in each module.
• Uniform and consistent formatting easily customizable by the county.
• Data import from multiple formats (excel, csv, ERP systems, etc.) and allow export in multiple formats, including excel, pdf and word.
• Describe tools, reports or resources specific to the ease of integration with the central square financial system.
• Provide examples of reports included in the standard package.
• Capabilities for public online users of the software to create custom reports.
2. Transparency – capital projects
• Customizable project page template easily editable by the county.
• Financial data including inception-to-date budgeting, spending and revenue collection can be uploaded by the county.
• Project pages will include the capability to upload and enter frequently changing project updates.
• Projects will be linked both to and from the county’s strategic plan.
3. Transparency – strategic plan
• Strategic plan will be uploaded in a format that allows the end-user to click through and see related projects including narrative and financial information.
• Strategic plan components including key initiatives will be included and available in a drill-down format to work through from the broadest to most detailed levels existing in the plan.
4. Digital budget book
• Describe how the solution ensures compliance with the agency distinguished budget presentation award criteria.
• Automates the creation of fund summary pages, charts, tables and more.
• Available both online and in pdf in whole or in sections.
• Full functionality whether budget is developed within the software or uploaded from an external source.
5. Transparency – operating budgets and spending
• Information will be available in a drill-down format to include adopted budgets, amended budgets, current spending, current encumbrances and revenues received.
• Data will include searchable fields and customizable outputs (tables, charts, graphs) with exportable results.
• Data will be available to replace the current vendor payment report including redaction of statutorily protected data.
6. Data
• Confirmation that all data entered, stored, or processed remains the sole property of the county with no restrictions placed on the county’s access to or use of its data.
• County data is protected from unauthorized access or sharing.
• Details on the process, file format compatibility, and associated costs for mass data extraction or full system data export at the county’s request.
• The system’s data backup procedures, including backup frequency, retention policies, and disaster recovery protocols.
• The system facilitates data archiving.
• The system allows for purging historical data.
7. Implementation
• List the implementation team members including: name, title, role on the team, years of relevant experience in the field, years of experience with this company.
• The plan and timeline for system deployment, including key milestones, resources, and deliverables.
• The county project team will receive regular updates on progress. at a minimum, updates must include:
o Task lists and progress tracking.
o Adjustments to the project timeline.
o Changes in resource allocation or key personnel.
8. Ongoing support
• Software support process including support hours and methods of issue tracking and resolution.
• List any version release plans including timeframes and whether the update is included in the proposal.
• The level of independence county level administrators will have to directly edit or upload changes to the chart of accounts on a regular basis. list the types of changes that would require vendor support.
• Track nonidentifying public utilization data to assist the county with gauging relevant content through customizable reports.
