Institutional Review Board Systems

The Vendor is required to provide a software-as-a-service (SaaS) solution to support the operations of the division and institutional review board (IRB).
- The SaaS solution should provide, at a minimum:
•    Support for multi-site protocols, tracking of external IRB protocols, and single IRB protocols
•    Workflow automation for expedited, exempt, full board reviews
•    Secure document management and version control
•    Reviewer assignment and management (including primary/secondary reviewer workflows)
•    Automated notifications and correspondence
•    Meeting scheduling and agenda management
•    Integration with agency and other campus systems (e.g., homegrown grants management system, on core/clinical trial management system)
•    Reporting and analytics (including compliance and audit trails)
•    Compliance with federal, state and university data security and privacy policies and standards
•    Ability to fulfill all functional and non-functional requirements (see attachment c)
•    Experience providing SaaS solutions for IRB or human research protection programs (HRPP) at comparable r1 public research institutions
•    Ability to support secure, role-based access
•    Documented security and data protection practices, ideally supported by 3rd party reviews/audits
•    User experience, accessibility compliance with web content accessibility guidelines (WCAG) 2.1 level aa, system performance standards
•    Proven track record of successful implementations at similar higher education and healthcare environments
•    A modern cloud-based platform with a transparent product roadmap and robust investment in maintaining and advancing its product
•    References and track record
•    Implementation and migration approach and support
•    Cost-effectiveness of implementation and ongoing annual licensing.
