The vendor is required to provide that internet and telephone voting system platform for the 2026 municipal election.
- Municipal elections
• Voter confidentiality: the secrecy and confidentiality of individual votes is paramount, and voters’ choices must remain private and anonymous at all times.
• Fairness: the election must be fair and un-biased, with all voters and candidates treated fair and consistently.
• Accessibility: the election must be accessible to all eligible voters under conditions free from discrimination.
• Verifiability: there must be mechanisms in place to verify that a proper majority vote decides the election by ensuring, so far as reasonably possible, that valid votes be counted, and invalid votes be rejected.
• Process and results integrity: the integrity of the process must be maintained throughout the election in such a way that votes, candidates, and other stakeholders can have confidence that the results of the election reflect the votes cast.
- Provide a voting platform accessible through two (2) integrated voting options:
• Internet voting system (the “internet voting system”) accessible via the internet; and
• Telephone voting system (“the telephone voting system”) accessible via a local or toll-free telephone number.
- The complete voting platform, incorporating both the internet and telephone voting system options (collectively “the solution”), must be capable of providing high service availability for all eligible voters, scaling to meet the demands of peak voting times, and completing the tabulation of results promptly after the legislated close of voting on the final voting day.
- The solution should utilize a one-step voter authentication model.
- The solution must also securely and seamlessly integrate with the internet voters lists management application, data fix’s voter view, to support the integrity of the voting process through real-time voter additional, corrections, and strike offs.
- The solution shall be fully cloud hosted by the supplier, and include the provision and management of all communications and storage infrastructure to ensure a secure, reliable, and effective solution
- Special voting places
• The participating municipalities are required to establish voting places at long-term care facilities, hospitals, retirement homes, or similar institutions with more than twenty (20) occupied beds and must attend to electors in those locations.
• The participating municipalities will establish reduced voting hours for the designated special voting places.
• Each special voting location will have mobile voting devices and equipment provided by the township, to allow election staff to provide mobile voter assistance services and bedside voting as required.
- Voting day
• On voting day, the solution will be shut down at 8:00pm, with the exception of the voting assistance centers where the election officials will shut down the devices after 8:00pm once all the voters in the center have finished voting.
• The closure of the centers, votes will be tabulated, and the participating municipalities will display unofficial results on various media channels.
