The Vendor is required to provide professional services for county offices purchase and implementation of software project management to be completed by March 31, 2026.
- Services includes but is not limited to:
• Assessment and documentation of current system functionality, workflows, and integration points and reporting requirements.
• Identification and definition of technical and functional specifications and system requirements for both replacement systems.
• Development of the software proposal documents tailored to each system's needs.
• Establishment of vendor evaluation and selection criteria, including measurable scoring metrics.
• Coordination and facilitation of vendor demonstrations, including the development of scripted scenarios for consistent comparison across solutions.
- Offices currently use disparate systems for property valuation, tax billing, and financial management.
- This project seeks a Project Manager to guide the county through a multi-phase process to acquire and implement an integrated software solution.
- This new system will streamline workflows, improve data accuracy, enhance public service, and ensure compliance with all state and local regulations.
- Key objectives include:
• Modernization: Replace outdated systems and processes with a modern, integrated software solution.
• Operational Efficiency: Automate manual tasks and streamline workflows between the Assessor and Treasurer offices.
• Data Integrity: Improve the accuracy, security, and accessibility of property and financial data.
• User Adoption: Ensure a smooth transition and high user adoption by providing adequate training and support for county staff.
• Public Access: Enhance public-facing services, such as online property and tax information.
• Regulatory Compliance: Ensure the new system adheres to all relevant state and local statutes governing property assessment and taxation.
- Software Implementation
• Develop a detailed project plan covering implementation, data migration, integrations, testing, training, and go-live.
• Manage the vendor relationship and hold the vendor accountable for meeting the deliverables and milestones defined in their contract.
• Oversee the project budget, timeline, and resource allocation across both county departments.
• Manage change control, documenting and approving any deviations from the original scope, schedule, or budget.
• Coordinate data migration activities, working with both county staff and the vendor to ensure data integrity.
• County personnel from both the assessor and treasurer offices will be available to participate in all project phases as required.
• The county will provide access to all necessary facilities, systems, and information in a timely manner.
• Budget approval for the software purchase and implementation is secured.
