The vendor is required to provide mobile cable management system (CMS) that can facilitate the cable connection from both the existing southern and proposed northern high-voltage shore power outlet (SPO) stations to a berthed vessel, given the location.
- The low-voltage plug-ins will not necessarily have an associated CMS, and instead will utilize a portable cable reel, however, there is a bid option for the proposed CMS to also carry low voltage cables to allow for low-voltage plug-in capability.
- The northern SPOs will be mounted on top of a raised platform at el.
- +13.0 navd88.
- The southern SPO is also currently at this elevation.
- Existing east berth deck elevation is approximately +9.0’ navd88.
- Cable management system (CMS)
• A mobile system that manages the high-voltage cable from the shore power outlet to the vessel plug-in location (the SPO is not considered part of the CMS).
• Mobile is further defined in section 2.b.
• This system includes all the elements that are required to safely transfer the required power from the shore power outlet to the electrical connection location on the berthed vessel.
• This may include:
o Cable reel, spool or track,
o Jib crane or other device to lift the high-voltage cable the required horizontal and vertical distances to meet vessel plug-in location,
o Instrumentation to monitor the power flow and performance,
o Propulsion system,
• The exact plug-in location for the cargo vessel class is unknown.
• There-fore a travel range for the CMS unit is given.
• The mobile CMS must be capable of positioning the high-voltage cable to the vessel plugin location for the following ranges:
o Along quay: 150 feet in either direction from the SPO location,
o Horizontally over the quay: 55 feet from face of wharf,
o Vertically above or below the deck: 35 feet from top of deck
- Performance specifications
• All proposed systems must comply with the general requirements of the international standard IEC and IEEE dis 80005-1 with the project specific exceptions.
• The mobile CMS is to be procured for the 6.6kv and 11kv high-voltage rated SPO(s) only, with an option to be procured for both the high-voltage connection and the low-voltage connections,
• Mobile CMS and SPO high-voltage plugs shall be designed per the IEC 80005 standards for ro-ro vessels,
• Low-voltage SPO plugs shall be cam-Lok style single phase in-line connectors,
• If the mobile CMS is battery powered, please describe the charging requirements,
• System commissioning, personnel training, and ongoing maintenance shall be discussed in the bid, and included as desired,
• Warranty and maintenance information shall be provided, and proposers should explain their approach to commissioning the equipment plus post-installation operations and maintenance.
• This should detail the support needed for operations (personnel, monitoring service, tools and equipment, etc.) and include a proposed warranty period.
• Information on performance monitoring capabilities, if any, shall be included,
• All bids shall include an itemized lumpsum cost breakdown,
• Sketches of proposed SPO locations and existing site details are attached.
