The vendor is required to provide communications effectiveness tracking study must accurately reflect all state adults and includes both lottery players and non-lottery players.
- The tracking study research design and methodology strictly following stated specifications to ensure it accurately captures a representative sample of state adults (18 and older), demographically, behaviorally, and attitudinally.
• The tracking study must effectively measure game and advertising awareness, attitudes towards the lottery and its games, and demographics for all state adults.
• The survey results should mirror the state adult population in relation to age, gender, ethnicity, and gender within ethnicity.
• Information will include, but not be limited to, spending, game attitudes, and play intent.
• Research design and methodology must allow for reliable, historical trending for these metrics.
- The tracking study questionnaire in accordance with the agreed upon research design and methodology and subject to the lottery’s final approval.
• Ensure the lottery’s tracking study questionnaire language is consistent with prior historical data and can be appropriately trended.
• Be responsible for developing and utilizing screeners that will provide a sample that is representative of the state adult population.
• Incorporate monthly changes into the questionnaire, or as directed by the lottery.
• Develop questionnaire language and layout for ongoing changes and augments based on the general direction provided by the lottery.
• The length and complexity of the english language internet-based survey and the Spanish language survey must be comparable to the lottery’s current questionnaire.
• A recent sample of our survey is included.
• Develop and adapt the questionnaire for all mediums and languages to be used (such as online or face-to-face interviews, english and Spanish).
• Incorporate best industry practices and survey techniques to ensure accurate, reliable, and valid responses.
• Fielding and survey administration of the tracking study in accordance with required:
1. language specifications:
• Conduct the survey every week in both english and Spanish.
• Approximately 20% of all surveys must be conducted in Spanish.
• Surveys in other languages may be requested at the lottery’s discretion on an as-needed basis.
2. Survey methodology specifications:
• Surveys must be conducted in both english and Spanish language over the internet as well as over the telephone based on the agreed upon phone and online splits to ensure representation.
• English language surveys must be internet and phone based.
• The sample will consist of internet-based surveys for those individuals who have regular internet usage and phone-based interviews of individuals who have limited internet usage.
• Ensure frequency of data collection for the tracking study is continuous, in that the same number of interviews will be conducted each week.
