The vendor is required to provide enterprise resource planning (ERP) system solution to enhance operational efficiency, data integrity, and service delivery across key functional areas including enterprise asset management, finance, procurement, project management, environmental management, and sustainable development management.
1. Project management
• Responsible for overall project management of the solution implementation.
• This includes planning and sequencing the implementation in phases.
• Multiple vendors or partners are involved, the proponent will lead coordination and maintain a consolidated delivery plan.
2. Solution planning and configuration readiness
• The proponent will lead overall solution planning activities.
• This includes identifying required modules, configuration parameters, and interdependencies across functional areas.
• Building on the approved prototype baseline, the proponent will confirm configuration parameters against the agreed solution design and integration and data-migration plans and will prepare for the subsequent implementation phases.
3. Data migration and cleansing
• Responsible for leading all data preparation, cleansing, transformation, and migration activities. this includes data mapping, test migrations, and validation with business stakeholders, including validation of financial reports.
• Practical data migration strategies that mitigate risk, ensure integrity, and adhere to retention and disposition requirements.
4. Integration development and reporting enablement
• The solution must integrate with the systems that will remain in use.
• The proponent will design and develop necessary interfaces, whether real-time or batch, to ensure operational continuity.
• The proponent will configure and develop reporting capabilities as needed to support agency internal and external reporting obligations.
5. Comprehensive master test plan
• The proponent will develop a comprehensive master test plan with a validation framework to document results, including pass, fail, fix, retest results.
• The plan should include detailed test tasks that cover functional testing, use-case testing, end-to-end workflow testing, testing of financial controls and audit tracking, user acceptance testing, security and permissions testing as well as negative testing.
• As a hosted SaaS platform, the test plan will also include platform testing, performance, stability and scalability testing, accessibility testing and language testing.
• The proponent is encouraged to propose other test scenarios not listed.
• The master test plan will also include a roles and responsibilities matrix for carrying out all of the test activities, recommended scheduling and estimated time required.
6. Change management and training
• Assist and facilitate change management activities to support business readiness and adoption.
• Training must be planned and delivered progressively throughout the implementation process, rather than deferred until go-live.
• The proponent must provide bilingual (english and French) training plans, customizable training materials, and user guides tailored to different user roles and levels that comply with agency accessibility requirements, along with knowledge-transfer activities for agency administrators and support teams.
7. Deployment and transition to operations
• Manage all deployment activities, including readiness assessment, cutover planning and execution, transition to operations, and production stabilization.
• The final and each phased deployment plan must reflect the readiness of both the system and users and include test evidence and contingency procedures where appropriate.
• As part of deployment and transition, the proponent must deliver a complete system documentation package covering solution design, configuration decisions, system parameters, workflows, security controls, role definitions, access and permission thresholds.
• The documentation must be maintained in a structured and accessible format.
8. Post go-live support
• Provide structured hyper care support following system go-live, including timely issue resolution, system monitoring and maintenance, performance tuning, and minor configuration updates.
• Also advise on long-term maintenance strategies to ensure sustainability of the solution.
