The vendor is required to provide computerized maintenance management system (CMMS), including the software and relevant hardware, as appropriate.
1. The CMMS solution must serve as:
• An asset management system (AMS)
• A work order management system (WOMS)
• An inventory management system (IMS)
2. Asset infrastructure coverage:
• Ancillary structures including but not limited to overpasses, interchanges, structural elements, other surface roadways, lighting, agency office buildings and garages.
3. System implementation
• Supply, configure, and implement a comprehensive CMMS solution that supports asset tracking, preventive and corrective maintenance, work order management, inventory management, and reporting and analytics
• Customize the system to meet agency operational and reporting needs
• Integrate inspection, work order, and inventory management systems into a unified CMMS platform to ensure seamless data flow and operational efficiency
4. Asset management system (AMS)
• Enable asset breakdown for two main suspension bridge assets where there are thousands of elements per bridge
• Fully customizable inspection templates
• Must support performing inspections at the element level for the bridges
• Support lifecycle tracking, condition assessments, and historical and maintenance records, including baseline information and inspection
o A system of record for both field and office operations

o Configurable inspection workflows
o A query tool for assets
o A front-end visualization tool for HHB assets when integrated with Esri’s ArcGIS, including but not limited to:
1. 3d visualization of the bridge using the existing Revit model and potentially the existing point cloud model if that could add value
2. 2d visualization of the bridge, with capability to incorporate a 3d model when required by agency
o Capability to incorporate 2d/3d visualization for other agency assets when required by agency (e.g.: ancillary bridges, overpasses, interchanges, office buildings)
• Provide visualization tools for asset location and condition (color coded) when integrated with Esri’s ArcGIS
5. Work order management system (WOMS)
• Manual and automated work order generation based on preventive maintenance schedules, inspections, and condition-based triggers
• Allow for prioritization, assignment, tracking, and closure of work orders
• Include capabilities for labor tracking, parts inventory, and cost allocation
• Configurable maintenance workflows
• Integrate with inspection workflows and inventory systems
6. Inventory management system (IMS)
• Monitor stock levels of spare parts and supplies.
• Link parts to specific assets and work orders.
• Configurable inventory workflows
7. User and role management (URM)
• Role-based access control (RBAC) must be supported to ensure users only access functions relevant to their job responsibilities.
• System administrators must be able to create, assign, modify, and revoke user roles and permissions.
• The CMMS must support single sign-on (SSO) and multi-factor authentication (MFA).
• All user activity, including login attempts and data access, must be logged and auditable.
• The system must allow for the creation of custom roles with granular permissions across modules and data types
8. Reporting and analytics (RA)
• Provide customizable dashboards and reports for maintenance performance, inspections, asset condition, compliance, and budgeting
• Support regulatory reporting requirements and audit trails, such as those required for annual bridge inspections.
• Enable access to asset queries, reports and analytics via interactive 2d and 3d interface functionality when integrated with Esri’s ArcGIS
• Provide asset cost, deterioration, optimization and analysis models, or the ability to integrate with another system that can provide such like power BI
9. Integration and visualization (IV)
• Integrates with
o MS dynamics 365 business central
o MS azure
o MS fabric
o MS power bi
o MS office suite
• Esri ArcGIS
o 2d and 3d visualization capabilities.
o 3d functionality is required for the bridge and cannot be limited to 2d only.
o Interactive engagement with asset management states and workflows through both 2d and 3d interfaces when integrated with Esri’s ArcGIS
o Seamless, bi-directional integration is required between Esri’s ArcGIS 3d and 2d visualization capabilities and the asset management system (AMS) and work order management system (WOMS)
o Preferred: Esri’s ArcGIS geodatabase to serve as the authoritative source for all asset-related information
10. Mobile access (MA)
• The CMMS must provide a mobile-friendly interface or dedicated mobile app
• Mobile interface must be able to display the 2d and 3d models, and view the asset elements' attributes
• Users must be able to view, create, and update inspections and work orders from mobile devices in real time
• Mobile access must support offline functionality, to allow data entry and syncing when connectivity is restored
• Role-based access control must apply consistently across mobile and desktop platforms
• Mobile users must be able to capture and upload documents, photos, videos, drawings and other artifacts directly to work orders or asset records.
