The Vendor is required to provide e a comprehensive, interoperable, and cost-effective public safety operations platform (PSOP) (the “Solution”).
- Platform that enables municipal public safety agencies and campus public safety organizations to improve response, coordination, accountability, and community trust through modern CAD, RMS, digital evidence, situational awareness/RTCC, mobile operations, and mass notification—delivered as cloud-first with on premises or hybrid options where required.
- Solution Objectives
• Unified operations: provide integrated capabilities spanning cad, RMS, digital evidence management, situational awareness/RTCC, mobile/field operations, and mass notification, with consistent UX and shared data models.
• Interoperability by design: offer open APIS, standards-based geospatial services, and CAD‑to‑cad/systems integrations to enable multi‑jurisdiction collaboration and data exchange.
• Cloud‑first resilience: deliver a SaaS architecture with high availability (target ≥ 99.9% core uptime), elastic scalability, and documented DR/BCP, plus equivalent on‑prem/hybrid capabilities where required.
• Security & compliance: align with CJIS security policy, support HIPAA safeguards for ems/EPHI where applicable, use FIPS‑validated cryptography, and enable MFA/RBAC with comprehensive auditing.
• Agency readiness: integrate with NENA i3‑aligned components for call handling, location, and media, as applicable to the participant environment.
• Mobile‑first field work: provide robust iOS/android and responsive web apps with offline mode, turn‑by‑turn navigation, field report writing, and optional LPR/e‑citation integrations.
• Analytics & reporting: deliver operational dashboards (e.g., 911 answer/queue/response components, clearance rates), self‑service reporting, and responsibly designed optional ml/forecasting features.
• Campus requirements: support clery classifications/geographies, timely warning/notification logging, and FERPA‑aware access controls for higher‑education participants.
• Data portability: guarantee participant data ownership, full export in open formats, and tool‑assisted migration from legacy systems.
• Value & adoption: provide transparent pricing suitable for cooperative use (volume tiers, multi‑agency deployments) and include training/change‑management to drive adoption.
