The vendor is required to provide candidate registration and property management solution the market to eventually procure a modern, automated digital solution to manage key services, including:
•    Accommodation booking
•    Meal planning
•    Training infrastructure (facility) booking
•    Financial and facility usage reporting
- To replace an inefficient and unreliable system that negatively impacts staff well-being, operational efficiency, and financial management.
- Short-term objectives:
•    Improve operational efficiency: automate manual registration processes to reduce administrative overhead, human error, and time spent on routine tasks. 
•    This will free up staff resources for higher-value activities.
•    Enhance user experience: replace the manual and cumbersome user interface of the current system to improve productivity.
•    Achieve immediate cost control: resolve system inefficiencies that lead to cost overruns in meals and accommodations. 
•    The new system is expected to deliver measurable ROI within 3–4 months by improving cost control across service contracts (e.g., kitchen, linen, housekeeping). 
•    Mitigate health and safety risks: eliminate data inaccuracies related to meal preferences that pose a risk of serving food conflicting with allergies or religious dietary restrictions.
- Long-term objectives:
•    Strengthen emergency preparedness: by streamlining logistics for accommodation and meals, the project will enhance wildfire response capacity and ensure the rapid deployment of personnel during critical situations.
•    Support strategic government outcomes: the project aligns with the goa's goals to minimize regulatory barriers, reduce red tape, and support economic opportunities on crown land. 
•    It directly supports the mandate to promote safe communities and healthy forest ecosystems by ensuring a steady pipeline of well-prepared wildfire and forestry professionals. 
•    Enable revenue generation and cost savings: optimize capacity usage and improve service delivery at agency to make the center more attractive for external partnerships, thereby increasing revenue. 
•    The system will also improve forecasting for meals and lodging to reduce food waste and external lodging expenses. 
•    Create a scalable, province-wide solution: implement a scalable solution that can be adopted across all forestry regions to standardize registration and candidate listing processes, increasing alignment and cost-efficiency across state.
