The Vendor is required to provide consultant to assist in updating the asset management investment plan (AMIP).
- This will initially form the basis of asset management funding decision making for the city and will over time be supplemented by more detailed bottom-up asset lifecycle modeling and planning.
- Review of available background information made available by the City
- Build a Foundation and Reliable Baseline for the AMIP models:
• Build alignment on project scope, roles, and responsibilities
• Establish understanding of existing data sources and practices
• Ground truth identified data gaps with proposed solutions with key staff
- Populate any data Gap for items that have a criticality of High or Critical in relation to the development of an accurate AMIP model.
- Develop replacement costing and the timing of replacement for each asset category and confirm these assumptions with the City.
- Determine investment forecast and funding targets, based on a 25-year time horizon assuming age-based life expectancy.
- Provide ranges for funding targets from low, medium to high.
- Incorporate a risk based assessment of each funding level that address how each funding level will impact the level of service received and express this in easy-tounderstand terms that can be easily described to council.
- Compare funding gaps from the previous 2014 AMIP to the current funding gaps.
- Compare funding targets and gaps against other benchmarks.
