The Vendor is required to provide an enterprise-class information management system for 360° feedback services.
- A 360° Feedback Management Platform to host subscription, up to 1,000 participants evaluated, up to 20,000 questionnaires distributed annually with 10 Administrator licenses.
- The platform must be able to manage at least four hundred (400) participants per group with at least fifty (50) concurrent groups at once.
- The platform and all associated products and services must be accessible in both the government official languages (English and French).
- The platform must have the following integration engine:
• Customer relationship management (CRM): CRM is a strategy and system used by businesses to manage interactions with current and potential customers
• Single sign-on (SSO): SSO is a session and user authentication service that allows users to access multiple applications)
• Operating systems application programming interface (I/O API): I/O API is a set of protocols that enable different software components to communicate and transfer data.
• Commission requires the platform to allow the Commission to manage and modify participant accounts, generate digital reports, updates and data related to project status, and send follow-ups to participants and respondents.
• Commission requires that the tool assesses the leadership competency profile developed by the agency.
• Commission requires the ability to modify and customize the content of the questionnaires and reports. By having more control over the content, the Commission expects to be able to continuously add and improve on the content of the reports as the landscape of leadership evolves.
• Commission requires the ability to make changes to the participant’s exercise in the platform when necessary.
- The platform must provide the ability to upload, use and modify content, such as behaviours, competencies, and instructions to participants and respondents
- The platform must provide the ability for respondents to provide written comments of at least 4000 characters.
- The platform must allow for comments to be edited by commission administrative staff as needed (for quality assurance purposes).
- Email functionality to send the reports, invitations, and reminders and complete other follow ups with participants and respondents.
- The platform must provide the ability for respondents to easily access the 360 questionnaires via email link.
- The platform must indicate when an invalid email address is typed and provide a report of bounce back e-mails
- The platform must be equipped with a search and sort function of accounts (e.g., due date, department, cohort, exercise status, employment equity group, participants’ name.)
- The platform must be user-friendly for participants and respondents to navigate with ease
- The platform must include a mobile friendly design, where participants and respondents can navigate just as well on mobile devices or desktops.
- The platform must provide the ability to merge two or more categories of respondents’ results to ensure confidentiality
- The platform must produce reports that clearly display the participants results on various competencies being assessed through the provision of quantitative and qualitative data, and should not exceed 20 pages
- The feedback report must be visually appealing, including both bullet point and paragraph format information, display results through colorful graphs (e.g., bar graphs, pie charts, etc.)
- The platform must provide the ability to extract data (all data collected on the participants) for analysis.
