The Vendor is required to provide a comprehensive proposal for the complete replacement and modernization of the city's utility supervisory control and data acquisition (SCADA) system.
- This project encompasses the replacement of obsolete programmable logic controllers (PLCs), human-machine interfaces (HMIs), and the implementation of a modern SCADA host platform across multiple utility facilities.
- The current system consists of various legacy equipment that has reached end-of-life status, creating operational challenges and maintenance concerns.
- The City requires a unified, scalable solution that will improve operational efficiency, enhance data collection capabilities, and provide reliable service for the next 15-20 years.
- System presents several operational and maintenance challenges:

• Replace all obsolete HMIs with appropriately sized units.
• Ensure all HMIs provide adequate screen size for operator interaction.
• Develop consistent graphical standards across all facilities.
• Include local trending and alarm management capabilities.
- Documentation and Organization
• Complete control system reviews for all facilities
• Development of comprehensive electrical drawings
