RFP Description

The Vendor is required to provide for an enterprise-grade data platform, reporting/analytics, and data governance solution designed to unify institutional data and support a campus-wide culture of evidence-based decision-making.
- The solution is able to map, convert and store data from flat file formats like text and comma separated files, as well as from SQL platforms like MS SQL, Oracle, MySQL, etc.
- solution must deliver an integrated environment encompassing modern data architecture (data warehouse, data lake, or lakehouse), data ingestion and transformation (ETL/ELT), enterprise data integration, and robust reporting, business intelligence, and analytics capabilities.
- Reporting functionality must support standardized operational and strategic reports, self-service and ad-hoc reporting, interactive dashboards, and advanced analytics use cases, using curated and governed institutional data integrated from core systems and related administrative platforms.
- The platform must meet enterprise non-functional requirements for scalability, security, performance, reliability, and maintainability, and be offered as a Software as a Service (SaaS) or Platform as a Service (PaaS) solution.
- The solution will ideally also include native, out-of-the-box data cataloging and governance capabilities, including higher education–appropriate roles (data owners, trustees, stewards, and custodians), metadata and lineage tracking, data quality management, role-based access controls, and compliance with applicable higher education regulations
- The user can mask/encrypt data within the workflow to hide protected/sensitive information.
- The solution can export data for use in external analytics platforms or reporting tools such as evisions Argos.
- All tools and components that are not part of the core solution but are required in order for it to function as described throughout these responses.
- The customer can scale up and down the solution, such as in users, processing power, data repository space, bandwidth for data loading and other cloud-based resources.
- The platform can authenticate users (using LDAP, AD and SAML for cloud, etc.) as individuals and as members or roles or groups, including auto provisioning options.
- The solution's architecture supports high availability, failover, database cluster awareness, and how system events are captured and viewed within the solution.
- The technologies and processes used to develop and maintain the solution’s integration(s).
- The solution’s data encryption standards for the database, encryption at rest, and in transit.
- The availability of the company’s ongoing technical and user support capability, including weekend, holiday, and after-hours support.
- The solution supports a comprehensive data governance framework, including the definition, configuration, and enforcement of governance roles such as data owners, data trustees, data stewards, and data custodians.
- Stewardship, approval, and escalation workflows are configured, managed, and monitored within the solution. Include examples of how these workflows support common higher-education use cases.
- The data catalog functionality provided, including how users search, browse, and discover data assets, reports, and dashboards.
- Solution’s data lineage capabilities, including how lineage is captured, visualized, and maintained from source systems through transformations to reports and dashboards.
- The solution supports data quality monitoring, issue identification, impact analysis, and remediation workflows.
- The tools available within the solution to support collaboration among governance stakeholders, such as commenting, tagging, annotations, and quality flagging on data assets and reports.
- The governance-related support provided during and after implementation, including advisory services, governance program maturity assessments, and ongoing optimization.
- The model governance documentation provided for any analytic, predictive, or AI-driven models included in or supported by the solution.
