The Vendor is required to provide for parking management system solutions that would improve and modernize parking management processes within the Town based on the background information
- Information on parking management system capabilities, features, technologies, and benefits, to centrally manage municipal parking operations and revenue collection across multiple municipally owned parking locations;
- The Town’s goal is to implement a single, integrated software platform that manages resident parking pass eligibility and permits, parking lot access, parking payments, enforcement and parking ticket management, and support for monetization of on street parking areas should the Town wish to do so;
- Parking facilities are made available for public use to support municipal services, including access to municipal buildings, parks, waterfront areas, downtown areas and businesses, transit, and other destinations in the community;
- The Town owns and operates 40+ parking lots (mix of gated and ungated), in addition to designated on-street parking areas across the municipality;
- Depending on the location, parking may be free, time/season-limited, paid, or permit-based; and
- The Town issues parking infractions and requires seamless digital enforcement, adjudication, and reporting.
- Resident parking permits are issued as physical permits and must be displayed on the vehicle dashboard;
- Visitors must use pay-and-display machines and return to their vehicles to display a ticket, which can be inconvenient;
- Current machines accept only credit cards and coins and do not support tap or mobile app payments;
- Manual parking enforcement processes place a heavy demand on staff resources and have proven less effective in achieving consistent compliance;
- Town staff manually empty machines and process coins multiple times a week during the summer;
- Solutions (reliant on physical, on-site hardware) versus infrastructure-light solutions (reliant primarily on software, mobile technology, and cloud-based platforms, with minimal or no fixed on-site infrastructure.), or a hybrid of the two;
- Online parking permit portal capable of supporting self-service applications, renewals, and documentation upload for parking permits for eligible residents; and
- Reduce manual parking operations and enforcement activities by automating payments, parking pass and payment validation, reporting, enforcement, and other tasks resulting in a demonstrable reduction in staff time spent on routine parking administration;
- Particular emphasis is placed on improving and automating payment enforcement to reduce the amount of staff time spent manually checking parking lot compliance.
- Fully automate parking operations so that no on-site attendant is required for the lot to function and collect revenue; and
- Enable centralized monitoring, enforcement, and management through real-time system data and tools.
