The Vendor is required to provide a comprehensive product offering with one or more suppliers that can accommodate a nationwide demand for supply of Cloud Based E-procurement Platform and to fulfill obligations.

•    Solicitation management: tools to create, publish, and manage bid documents, including the ability to issue real-time addenda and instant notifications to all registered bidders.
•    Submission portal: a secure, mobile-friendly interface for bidders to submit technical and financial proposals electronically with timestamped confirmations.
•    Evaluation engine: support automated scoring against predefined mandatory and point-rated criteria.
•    Contract management: track contracts including term, options, warranties, and supplier performance.
- Technical & Security Standards
•    Data residency & sovereignty: all procurement data be stored within specific geographical borders to comply with local privacy laws.
•    Security compliance: requirement for SOC 2 type ii or ISO 27001 certification and multi-factor authentication (MFA) for all users.
•    Accessibility: the proposed platform to meet WCAG 2.1+ standards to provide equitable access to all suppliers.
•    Uptime: the proposed platform ensures an uptime availability guarantees of 99% particularly during the critical 24-hour window before a bid closing.
•    Scalability: the proposed platform will handle surges in traffic during high-profile or large-scale bidding events
