The Vendor is required to provide for an Electronic Medical Record (EMR) and Financial Accounting System (“Solution”).
- Successfully implement a web based web Solution that will enable the County to manage its Electronic Medical Records and Financial Accounting System on one platform.
- That system includes the following functionalities: Electronic Health Records, Computerized Physician Order Entry, EPrescribing, Electronic MAR/TAR, Lab and Radiology Results, 24-Hour Reporting, Accidents and Incidents, Progress Notes, Clinical Assessments, MDS, Care Planning, CNA Instructions, Rehabilitation Therapy Documentation, Document Management, Nutrition Management, Fall Risk Management, Timely Access to Data Systems, Revenue Cycle Management, Centralized Billing Processing, Exception Based Workflow, Automated Workflow, Claims Management, Bundled Payments, Regulatory Items Releases, Collections, and Resident Trust Fund.
- Census Management Module-the ability to manage admissions, discharges and transfers (ADT) with pre-admissions and bed holds.
- Computerized Physician Order Entry (CPOE) Module into the clinical workflow within our EHR adds efficiency and accuracy to daily operations.
- ePrescribing Module seamlessly approve and send narcotic orders and discharge orders to retail pharmacies electronically.
- Electronic MAR/TAR Module solution for order reconciliation and scheduling, and integration with the electronic medication administration record (eMAR) and the electronic treatment administration record (eTAR).
- Lab, Radiology Results and Vital Sign Monitoring Modules to provide interoperability capabilities that make it easy to exchange information with external vendors, such as laboratories (Aculabs) and radiology (Patient Care Associates) and vital sign monitoring devices.
- 24-Hour Reporting Module to maintain critical communications between shifts.
- Accidents and Incidents Tracking Module that allows for accident and incidents to be created, reviewed and signed off by interdisciplinary team members.
- Progress Notes Module that will automate certain parts of progress notes entry and add value to caregivers while streamlining the progress.
- Clinical Assessments Module that does the following: Standard templates for assessments such as Interdisciplinary Admission Assessment, Braden Scale, Skin Assessment, Pain Assessment, Nutrition Assessment, Geriatric Depression Scale, Elopement Risk, Fall Risk, History & Physical and more.
- Care Planning Module that provides a comprehensive overview, history and real-time notifications.
- Document Management Functionality Module that phases out paper charts to allow real-time availability of resident information regardless of who might also need it simultaneously.
- Nutrition Management Module to ensure dietary cycle menus are executed with the nutrition, budget, and dietary controls it was designed to deliver.
- Clinical Advanced Insights Module that contains a Fall Risk functionality tool analyzing and monitoring over 150 clinical data elements.
- Data System Module that provides access to data systems from EMR data systems without managing data pipelines.
- Revenue Cycle Management Module to maximize reimbursement and optimize cash flow.
- Centralized Billing Processing Module that provides easy and automated Month End Close feature ensures that each month is closed with effectiveness and efficiency

- Computerized Physician Order Entry (CPOE) Module into the clinical workflow within HER:
• Automated Drug Utilization Review (DUR) with drug interaction validation and duplicate therapy alerts.
• Automated formulary validation for third-party payers, such as Medicare Part D formulary Prescription Drug Plans (PDP), state Medicaid and commercial plans.
• Ability to enter physician order instructions (SIG) using structured dropdown options such as route, quantity, measure, frequency, timing, site, duration, priority and additional directions with the administration schedule automatically generated based on structured SIG.
• Custom required fields such as diagnosis and justification for off formulary drugs and DUR alerts.
• Batch order process to facilitate entry of multiple orders on one screen with ability to jump to any component of resident’s chart.
• Custom libraries for standard order sets (e.g., admissions orders) and order triggers (e.g., the drug warfarin requires PT/INR lab).
• Routing of orders to internal departments or external vendors either electronically or by fax in batches or real-time.
• Automated renewal process for orders based on resident renewal cycles and online physician review and sign-off process.
• Notifications for new, unsigned and abnormal laboratory results and the ability to view and trend laboratory results online, as well as send messages to users with a link to laboratory results.
