RFP Description

The Vendor is required to provide a web-based location intelligence application to support the diverse operational and planning needs of its bi-county departments.
- The web-based location intelligence application will provide valuable insights into visitor behaviors, land use dynamics, transportation patterns, and demographic trends.
- It will support decision-making for park planning and programming, zoning and development review, transportation modeling, equity analysis, and economic development.
- Key expectations include robust data processing capabilities, flexible API-driven integration, intuitive analytical tools, and reliable performance across diverse user groups.
- A solution that strengthens its capacity for data-informed decision-making and aligns with its goals of sustainability, inclusivity, and operational excellence.
- The solution will be used across multiple departments to strengthen planning and operational functions, including park programming, zoning and development review, transportation modeling, equity analysis, and economic development.
- Provide independent tenants for Commission departments, allowing each department to maintain its own administrators, users, datasets, reports, configurations, and other resources without cross-tenant visibility or interference.
- The application shall operate without requiring additional software downloads, plug-ins, or specialized hardware.
- The application shall provide configurable features that can be tailored to the operational needs of individual Commission departments. This includes, but is not limited to, customization of the application’s appearance, functionality, and content. Offerors must describe and demonstrate how their solution supports departmental customization, including specific tools or features that enable end-user configuration.
- User administration
•    Differentiated privilege levels (e.g., administrator, user, and other available roles) managed independently within each tenant.
•    Ability to add new users.
•    Ability to modify user roles.
•    Capacity to support at least 100 concurrent users, with preference for unlimited user support.
- The application shall allow integration of Commission-provided spatial and tabular datasets (e.g., zoning, demographic, environmental, or economic data) to support cross-cutting analysis and reporting.
- Customer Support
•    Following the initial launch, the Contractor shall provide ongoing customer and technical support without limiting the number of support hours available.
•    Customer support shall be accessible to all users with a license and shall be available through the following channels:
o    Phone
o    Email
o    Live chat via the website
o    Video session (as follow-up to phone, email, or chat request)
o    Self-guided Help Center
•    Technical support issues that cannot be resolved by the customer success team shall be escalated within the Contractor’s organization for further assistance.
•    Customer support shall be available Monday through Friday, from 9:00 AM to 5:00 PM Eastern Time, excluding public holidays.
•    Support requests shall be acknowledged and resolved within two business days. For issues requiring escalation, users shall receive an estimated completion timeline and ongoing status updates.
