RFP Description

The Vendor is required to provide for the implementation, training, and ongoing support of a software as a service (SaaS), data warehousing and data analytics services.
- Together, these units maintain a collection of dashboards and reports that provide insights into enrollment, retention, completions, course success, course planning, admissions, and other business units/processes across the five campuses.
- Responsibility for institutional reporting and analytics is shared primarily between the Institutional Research (IR) office and Information Technology (IT) services. 
- IR provides leadership in extracting and modeling data to support compliance reporting, accreditation, and student success initiatives, while IT provides technical infrastructure, database, and system support.
- Developed robust dashboards for student success and academic reporting, the environment is heavily dependent on a single developer, with limited redundancy and sustainability. Current processes are manual, fragile, and time-consuming, requiring highly specific technical expertise that is difficult to replace when turnover occurs.
- Access to third-party systems — including the learning management system (LMS), advising platforms, and alumni engagement tools — remains siloed and disconnected from central reporting. Similarly, business process analytics in finance, human resources, and financial aid are underdeveloped, leaving these areas without the data-driven insights needed to support effective planning and decision-making.
- Integrated Data Warehousing
•    A centralized, secure, and scalable data warehouse that integrates data from multiple sources, including enrollment, LMS, advising, financial aid, continuing education, human resources, and finance.
•    Automated and reliable refresh capabilities, with nightly updates as the baseline and the option for more frequent refreshes during peak periods.
•    Elimination of fragmented processes that currently rely on SQL scripting and crontab scheduling.
- Vendor-Provided Analytics and Dashboards
•    Vendor-provided dashboards and reports that establish a functional baseline aligned with higher education best practices, designed to be readily configurable to agency data and institutional context.
•    Analytics content for continuous improvement covering areas such as enrollment, retention, completions, pathways and degree audits, predictive student success indicators, and compliance reporting.
•    Organized, visually consistent, and user-friendly dashboards designed for a broad range of end-users, from executives to faculty and staff.
•    Dashboard filters to disaggregate by a wide range of student groups, such as demographic information, program, enrollment, financial aid, GPA, course methods and more.
•    Role-based filtering and drill-down capabilities to support both institution-wide analysis and department-level needs.
- Advanced Analytics Capabilities
•    Pathways and Completion Analytics: Tools to monitor student program progress, identify near completers, and support auto-award of credentials.
•    Predictive Analytics: Integrated predictive models for retention, success, and enrollment, enabling early alerts and risk modeling for proactive interventions and improving outcomes.
•    Statistical Analysis: Embedded capabilities (e.g., chi-square tests, p-values) to support accreditation and institutional research without requiring advanced statistical programming.
- Expandability across Business Units
•    A platform capable of expanding beyond academic reporting to include business process analytics for finance, HR, continuing education, and financial aid.
•    Modular scalability to integrate additional data sources and use cases over time, without requiring a complete system rebuild.
- Fully Inclusive Solution
•    All required hardware, software, and licensing included in the proposal.
•    No reliance on third-party tools (e.g., Tableau, Power BI) unless explicitly bundled and included in the proposed cost.
•    Vendor-provided implementation and support services sufficient to minimize agency reliance on internal IT and IR staff.
