The Vendor is required to provide for an online system and human-delivered services that enable and facilitate reverse auctions in accordance with the agency.
- Requirements
• Contractor must enable and facilitate all aspects of the reverse auction process utilizing its proposed online system primarily, supplemented by human-delivered services as necessary.
• Contractor must ensure all aspects of the reverse auction process are completed in accordance with the code.
• Contractor must provide real-time technical support to the units, prospective bidders, and registered bidders before, during, and after an online auction event.
• Contractor must notify buyer of any no-response bids and non-compliant bidders.
• For individual reverse auctions valued over $10 million, contractor and units may negotiate in good faith a maximum compensation per year on an auction-by-auction basis.
- System requirements:
• Be a web-based service performing electronic, online, real-time bidding, reporting, and bid tabulation of online auction event results to the Buyer.
• Manage vendor registrations.
• Be tailored to accommodate state laws, regulations, and procedures.
• Send electronic invitations to prospective bidders at unit’s election.
• Have secure log-in and bidding protocols for each registered bidder.
• Safeguard all information provided by prospective and registered bidders.
• Eliminate disbarred vendors from participating in online auction event.
• Ensure that the registered bidders are anonymous to each other.
• Have the capability to verify that only the Buyer has access to view the registered bidders’ identities.
• Have redundant backup and recovery system available in the event of power or server issues by the Contractor and/or Contractor’s hosting provider.
- Pre-Online Auction Event Baseline Procedures
• Confer with buyer to determine the timeline and identify any specific registration, training, and/or reporting requirements in addition to the baseline procedures for the particular procurement.
• Provide detailed written instructions to prospective bidders concerning the reverse auction process.
• Receive and track notices of intent to participate from prospective bidders.
• In conjunction with the unit’s, confirm prospective bidders that submitted an intent to participate are responsible.
• Register vendors that have submitted an intent to participate and, as a part of that registration, require bidders to agree to any terms, conditions, or other requirements of the solicitation.
• Provide detailed instructions on how to use the contractor’s proposed online system and submit online bids.
• Provide online tutorials and training for registered bidders prior to the online auction event.
- Post-Online Auction Event Baseline Procedures
• Provide bid tabulation of online auction event results to the buyer.
• Provide summary report of online auction event to the buyer.
• Be responsible for obtaining its fee from the awarded vendor
