RFP Description

The Vendor is required to provide to procure an online platform for a continuing competency program for registrants.
- Key elements of the program would include self-assessments, multi-source feedback from clients and colleagues, and the development of a professional learning plan aligned with regulator-defined competencies.
- Provide a web-based platform that helps professional regulatory bodies manage registrants' continuing competency and ongoing learning. 
- A web-based platform that provides a system for:
•    Self-assessment
•    Multi-source feedback
•    Learning plan development and management to support professional growth.
•    Registrant resources
•    College staff training and supports
- Solution shall include:
•    Scalability
•    Reporting and analytics
•    Administrative features such as search functionality, role assignment, creation of groups/cohorts, etc.
•    An interface that is easy to navigate and modify if necessary
•    Privacy and security
•    User-defined fields
•    The capacity to test changes on a different site prior to deploying them to production.
•    Support the use of international characters (e.g. Cyrillic)
- Secure electronic access for registrants to view self-assessment results in a clear, user-friendly format that reflects their performance, including strengths and weaknesses, against registered nursing competencies. The novice-to-expert continuum is used to measure registrant competency.
- The ability for College staff to view near real-time self-assessment tracking data, showing whether a registrant has started, completed, or is late according to set time frames, with optional automated reminders.
- Dashboard and reporting functionality that supports registrant-level, cohort-level, and group-level analysis, including trend analysis of self-assessed strengths and weaknesses in competencies, to inform quality improvement and decision-making.
- Completing the self-assessment and agency feedback allows the registrant to reflect and identify a registered nursing competency that needs further development and integration into a professional learning plan.
- Dashboard and reporting functionality that supports registrant-level, cohort-level, and group level analysis, including trend analysis and benchmarking where appropriate, to inform quality improvement and decision-making. For example, the ability to identify which registrants have completed both the self-assessment and MSF (completely, partially or not at all).
- System-generated learning plan recommendations are aligned with entry-level registered nursing competencies, informed by registrant self-assessment results and multi-source feedback outcomes.
- Recommendations must support competency development without being prescriptive and must allow registrant discretion and professional judgment.
- The ability for a registrant to record their reflection on how implementing the learning plan has affected their practice
- The system should support optional automated reminders and notifications to registrants based on predefined milestones or deadlines.
- The ability for College staff to generate and export summary reports that include registrant learning plan goals, related competencies, chosen learning activities, and completion status.
