Applicant Identity Verification Solution

The vendor required to provide applicant identity verification solution that supports college teams in reducing the workload associated with identifying and mitigating fraudulent admissions and financial aid applications.
- Solution must provide a secure verification portal for applicants to present their identification that will be reviewed by a machine-learning model. 
- The tool may also generate a fraud risk score for each applicant prior to initiating the identity verification.
- Solution should include all required capabilities and may include the following optional capabilities:
•    Machine-learning and AI powered tool to detect and flag potentially fraudulent applications (optional)
o    Fraud scoring model must be explainable and auditable if included
•    Applicant identity verification portal (required)
o    Verification portal must support document and image (pdf, JPG, HEIC, PNG) uploads, identity checks, and secure communication.
o    Compliant with national institute of standards and technology (NIST) identity assurance level 2 (NIST ial2)
o    Must comply with accessibility standards and be mobile-friendly.
o    Text and email notification capability to instruct student(s) to navigate to the portal to complete id verification
•    Portal for agency staff to log in for applicant data review and verification status (required)
o    Dashboard to review the status of id verification requests,
o    Option for staff to manually trigger an id verification request if needed.
o    Automation tools to reduce manual review)
o    System must support role-based access control.
o    Single sign-on authentication for agency staff
o    Analytics and reporting to support decision-making
•    API integration support for PeopleSoft sis (student information system) and microsoft d365 (reach CRM) (required)
o    Integration with existing admissions and financial aid workflows
o    Application submitted; verification required
o    Financial aid verification review required
o    Evaluation criteria submitted to SIS and CRM (customer relation management) as needed to trigger next step
•    Modular implementation options tailored to college needs as necessary.
